BACKGROUND Since 2003, the Police Department has participated in several California Seat Belt Compliance Campaigns, the latest of those campaigns being in May I June of 2007. In each campaign, the Califomia Office of Traffic Safety has awarded grant funds to local law enforcement agencies to conduct additional enforcement (overtime funding) during the specified time period. As a result of these programs and the additional enforcement conducted by San Bernardino police officers, the seatbelt compliance rate (usage rate) has increased from 91% to 96%. The program has proven to be successful at increasing seatbelt compliance, which in return is increasing traffic safety. In December 2007, the Office of Traffic Safety in conjunction with the University of California at Berkley Traffic Safety Center, sent the Police Department a notice that they are currently awarding local law enforcement agencies funds through a mini grant for increased seat belt enforcement during the next mobilization period. The mini grant is for overtime and reporting costs related to increased enforcement during a three-week long period known as the Click It or Ticket Campaign (ClOT). The mobilization period is May 12, 2008 through June 1, 2008. The ClOT goal is to continue to increase seat belt use statewide through the combined efforts of the California Highway Patrol (CHP), OTS, and local law enforcement. The strategy is to focus on public information and enforcement on persons who fail to use their seat belts. OTS and UC Berkley will coordinate the public information element of the campaign. Local law enforcement is responsible for enforcement actions only. After careful consideration of balancing resources with needs, a deployment plan was developed for the mobilization period consisting police officers, supervision and clerical needs. The total amount of overtime dedicated to this program would be approximately $32,405.00. There is no matching fund requirement. The grant application was due by January 9th, 2008. FINANCIAL IMPACT There is no financial impact on the City's General Fund. The cost of the program will be paid for through the grant. Expenditures will be in accordance with the Office of Traffic Safety Detailed Budget Estimate form (OTS-38E), contained in the Office of Traffic Safety Grant Agreement.
