Back!!round On June ]9. 2006. the Mayor and Common Council approved Resolution No. 2006-182, authorizing a 90-day trial contract between the City of San Bernardino and California Aviation Services. Inc. (CAS), of Riverside, California for helicopter patrol services. On September 18, 2006. the Mayor and Common Council approved Resolution No. 2006-345, authorizing a 120- day extension of the trial period contract between the City and CAS for helicopter patrol services. On January 8, 2007, the Mayor and Common Council approved Resolution #2007-017 that: . Authorized a 2Y, year contract between the City and CAS for helicopter patrol services for a period from January 17,2007 to June 30, 2009, with two two-year renewal options. . Authorized the Purchasing Manager to issue an annual purchase order in an amount not to exceed $520,884. This amount was sufficient to cover all projected helicopter costs in FY 2006/07, including the two trial periods (jour flight hOllrs a day, fOllr days a week) and the first six months of the 2 Yz year contract (five flight hOllrs a day, five days a week). In the City's FY 2007/08 adopted budget, the Police Department budgeted $628,800 for helicopter patrol services in Account #001223-5502 (Measure Z). The Purchasing Department issued P.O. 208267 in the amount not to exceed $520,884 based on an expenditure ceiling set by Resolution #2007-017. This ceiling needs to be increased to $628,800 to cover the projected costs of helicopter patrol services for FY 2007/08 and FY 2008/09. The contract specifies five flight hours a day, five days a week, for a total of 1,320 flight hours annually. The fixed rate for flight hours in FY 2007/08 is $476.36. Fiscal YTD expenditures through December 31, 2007, totaled 5303,250 for a monthly average of $50,541. The Police Department will closely monitor expenditures to ensure that FY 2007/08 expenditures do not exceed the $628,800 budget. Helicopter patrol services improve officer and public safety, improve the quality of law enforcement services delivered to the community, reduce response time to critical police calls for service, and increase the number of "on sight" arrests. During the period from July 1,2007 to December 31,2007, the patrol helicopter responded to over 1,413 calls-for-service. The patrol helicopter was the first unit on-scene at 582 of these calls (41%). The actions of the helicopter crew directly resulted in the arrest of83 suspects (up from 81 in the period January 0 I, 2007 to June 30, 2007). c c c Some examples highlighting the success of the program include the following: August 02, 2007 - Assault-With-A-Deadly-Weapon (ADW) - The patrol helicopter was dispatched with patrol officers to a report of a deadly assault with a pipe. The helicopter was the lirst unit to arrive on scene. The flight crew located the suspect in the front yard of a near-by residence. As the flight officers directed arriving ground officers towards the suspect, he fled on foot and a chase ensued. Ground officers caught the suspect and became involved in a fight on the ground. The flight officers directed assisting officers to the fight and the suspect was taken into custody. August 10, 2007 - Foot Pursuit of Armed Suspect - Patrol officers stopped to check a suspicious subject on a street comer. The man immediately fled on foot and threw a firearm into a parking lot as he ran from the officers. The patrol helicopter arrived within 15 seconds and located the running suspect. The suspect fled for about a block before surrendering to the orbiting helicopter crew. He told officers that he knew that he could not flee from the overhead helicopter. The loaded tiream1 was recovered and the man was arrested. September 07, 2007 - Fight with Shots Fired - The patrol helicopter was dispatched with patrol ofticers to a report of a fight with shots being fired. The helicopter was the first unit to arrive on- scene. As the crew went into orbit over the fight, people began to run from the scene. The crew followed a group of suspects and directed ground officers to them as they tried to hide. Officers on scene located two suspects who were arrested for Assault-With-A-Deadly-Weapon (ADW- Gun). September 29, 2007 - Shooting - The patrol helicopter was dispatched with patrol officers to a repOt1 of a shooting. The helicopter was the first unit to arrive on-scene. The flight crew located the suspect vehicle fleeing the scene with its lights off in the dark. The helicopter used its lloodlight to illuminate the car. Immediately, four suspects jumped from the vehicle and fled. The patrol helicopter established a scene perimeter and ground officers searched for the suspects. All four suspects were located inside the perimeter area and were arrested for the shooting. December 19,2007 - Man- With-A-Gun - The patrol helicopter and patrol officers were sent to a report of two men with rifles. As the first unit on-scene, the helicopter searched the area and located two suspects. The flight officer ordered the men to stop but they started to run, dropping a rille. Ground units followed the helicopter's directions and were able to locate and arrest both men for possession of stolen firearms. Financial Impact Funding for helicopter patrol services in the amount of $628,800 is included in the City's FY 2007/08 adopted budget in Account #001-223-5502 (Measure Z). Issuance of an annual purchase order in FY 2008/09 shall be contingent upon funds being approved in the City General Fund budget for this service. Recommendation 1. TO AN AMOUNT NOT TO EXCEED $628,800, TO COVER THE BUDGETED COSTS OF AN EXISTING 2\1, YEAR CONTRACT BETWEEN THE CITY OF SAN BERNARDINO AND CALIFORNIA AVIATION SERVICES, INC. FOR HELICOPTER PATROL SERVICES. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION I. That the City of San Bernardino has an existing contract with California Aviation Services, Inc. of Riverside, California for helicopter patrol services that expires on June 30, 2009. Pursuant to this determination, the Mayor and Common Council authorize the Purchasing Manager to increase Purchase Order #208267, to an amount not to exceed 5628,800, to cover the budgeted costs of an existing 2 Y, year contract between the City of San Bernardino and California Aviation Services, Inc. for helicopter patrol services. Issuance of an annual purchase order in FY 2008/09 shall be contingent upon funds being approved in the City annual budget for this service. SECTION 2. The annual purchase order shall reference the number of this resolution and shall incorporate the terms and conditions of the existing services contract, which is on file in the City Clerk's Office. The annual purchase order shall read "Helicopter Patrol Services, FY 2007/2008. Not to exceed $628,800." SECTION 3. Approval of annual purchase order is subject to the City Attorney being satisfied that the necessary insurance coverage totaling $10,000,000 in aviation liability and property coverage is continued.
