Backl!round: Councilman McGinnis placed the referenced request/item on the agenda of the April 19, 1999 Council meeting. The Council voted to refer the request to the Traffic Safety Committee for recommendation. The southern half of the intersection lies within the City of Colton. Garcia Elementary School is located on the southeast comer, consequently, the major concern is relative to school pedestrian safety. Currently, the intersection is controlled with stop signs for east and westbound traffic. Traffic Engineering Staff, in cooperation with the City of Colton, conducted an engineering study to evaluate the intersection based on established guidelines. The intersection meets volume warrants for a 4-way stop. Consequently, staff recommends that the stop signs for north and southbound traffic be added making this a 4- way stop. Concurrence from the City of Colton is needed since they would be responsible for installing the stop sign for northbound traffic. Colton has placed this item on the agenda for their May 18, 1999 City Council Meeting. As directed by the Council, the Traffic Safety Committee evaluated this request at their meeting of May 12, 1999. The Committee concurred with the findings and recommendations of staff and, therefore, recommended that a four- way stop be installed at the intersection. Financial Impact: Funding for installation of the signs and pavement markings will come from the general fund's signing and striping materials account. This action is considered routine; consequently, there will be no major impact to the account. Recommendation: Adopt Resolution authorizing the installation of a 4-way stop at the intersection of Meridian Avenue and Randall Avenue. HAYS, Director of Development services~~ From: Through: Subject: Randall Avenue at Meridian Avenue - Request for 4-Way Stop Date: March 11, 1999 File: Mayor Valles, Fred Wilson, File 13.lRl, Reading File This is in response to your Memorandum of February 12, 1999 on the referenced subject. We have been communicating with City of Colton staff on the same subject since last November. Colton took the first step in analyzing the intersection. According to their correspondence, Colton Traffic Safety Committee and their City Engineer did not find the intersection to meet the warrants for a 4-way stop. Since we share one-half of the intersection, it was requested that we conduct our own evaluation for a 4- way stop. Consequently, our staff completed an independent survey and analysis, which included traffic counts, accident history and field review. The analysis was presented to our Traffic Safety Committee on January 20, 1999. After evaluating the data presented, the Committee concurred with staff s findings and therefore recommended that the request for a 4-way stop be denied. Our staff has sent the minutes of the aforementioned meeting to Colton City Staff, making them aware of the details of our decision. A copy of the minutes is also attached for your information (please refer to Item 11). In addition, it has been suggested that a school crosswalk be installed on the south leg of the intersection to help justifY the implementation of a 4-way stop. It is unknown what was the outcome of this action. The crosswalk would be entirely within Colton's jurisdiction, consequently, it would not require our concurrence. It should also be noted, however, that the adding of a crosswalk does not automatically justifY a 4-way stop at the intersection. Seconded: By Tom Marek and carried S) ARROWHEAD A VENUE AT 25th STREET - REVIEW REQUEST FOR A CROSSWALK This request was received from Councilwoman Miller. There is a church on the northeast comer of the intersection. There is also a parochial school just north of the intersection. There is a concem regarding pedestrian activity during school hours and weekend services. There is a crosswalk protected by a trsffic signal one block to the north, at the intersection of 26th Street and Arrowhead A venue. This is located approximately two hundred feet north of the requested crosswalk location. Committee felt that a crosswalk, as requested, would provide a false sense of security for pedestrians and may discoursge pedestrians from using the protected crosswalk two hundred feet north. Also, painting a crosswalk as requested would require removal of on-street parking from the frontage of residences. Motion: By Gary Kuhlman to deny the crosswalk Seconded: By Ruth Petrucci and carried Jorge Carlos voted against motion 6) 30th STREET AT FLORES STREET - REVIEW REQUEST FOR A 4-W A Y STOP The Traffic Safety Committee reviewed this item in the past. Staff reviewed it most recently in October of 1998. Staff denied the request however, the complainants wanted an opportunity to provide input on this matter before a decision was made. Consequently, the item was placed on the agenda and City Staff notified the complainants. No guests showed up to hear this item. Intersection does not meet warrants for a 4-way stop. There have been no correctable accidents within the last recorded year and the traffic volumes below the required minimum to meet 4-way stop warrants. Intersection is located in a residential area. The south leg of the intersection serves a community center. Motion: By Louis Flores to deny request for a 4-way stop. Motion: By Louis Flores Seconded: By Gary Kuhlman and carried 7) WATERMAN AVENUE BETWEEN ALEXANDER AVENUE AND 29TH STREET - EVALUATE REQUEST FOR A "NO PARKING" ZONE WITHIN TIDS AREA The Traffic Safety Committee recommended the "No Parking" zone in August of 1998. However, staff wanted to receive input from the residents of the area prior to recommending its implementation to the City Council. Staff sent out eighteen (18) letters to the residents/property owners in this area. Two letters were returned as "undeliverable". No feedback has been received. Staff, therefore, recommends that the "No Parking" zone be implemented. Motion: By Sgt. Bloomer to approve "No Parking" Zone Seconded: By Maria Lootens and carried 8) PINE AVENUE BETWEE:-i KENDALL DRIVE AND BELMONT AVENUE - REVIEW REQUEST FOR SPEED ZONE The Police Department has been receiving complaints regarding speeding on this street. Currently, there is no posted speed limit within this area, making the maximum speed limit sixty-five (65) miles per hour. Consequently, Police Department requested that the area be surveyed to determine an appropriate speed limit. There have been two (2) recorded accidents in this area between the dates of January I, 1997 and June 30,1998. Both of these accidents occurred nearlat Pine's intersection with Irvington Avenue. Critical speeds vary between forty-seven (47) and fifty-two (52) miles per hour and average forty-nine (49) miles per hour. Staff recommends a forty-five (45) mile per hour speed limit. The section north of Belmont Avenue is posted with a twenty-five mile per hour speed limit. Bloomer and carried 2 9) PINE A VENUE AT IRVlNGTON AVENUE - REVIEW REQUEST FOR 4-W A Y STOP This itern is related to item No. S. It was received on the same request from the Police Department. There have been two recorded accidents at the intersection from January I, 1997 throush June 30, 1995. One of these accidents is correctable by stop signs. Intersection does not meet warrants for a four-way stop. Motion: By Tom Marek to deny Four-way stop Seconded: By Gary Kuhlman and carried 10) MERIDIAN AVENUE AT llULL STREET AND AT POPLAR STREET - REVIEW REQUEST TO RELOCATE CROSSING GUARD FROM MILL STREET AND MERIDIAN AVENUE TO MERIDIAN AVENUE AT POPLAR STREET This request was received from Kelly Elernentary School located at the Northwest comer of the intersection Poplar Street and Meridian Avenue. The school feels that the existing crossing guard will be better utilized if it were re-assigned to the intersection of Poplar Street and Meridian A venue. Traffic Engineering conducted traffic surveys at both intersections. Data shows that a crossing guard is no longer warranted at the intersection of Mill Street and Meridian A venue. This is due to the fact the school boundary runs through Mill Street. Kids therefore do not have to cross Mill Street. At Meridian and Poplar twenty (20) kids were observed crossing in the morning peak. This is below the required minimum criteria. However, in the afternoon peak, one hundred thirty-three (133) were observed crossing. Per Sgt. Bloomer: A limit line should be painted on the south leg of the intersection to show motorists where to stop when the crosswalk on the north leg of the intersection is in use. However, since this item is not on the agenda, the Committee needs to adopt a motion authorizing discussion of this issue. Motion: By Tom Marek to approve the discussion of the request for a 4-way SlOp at the intersection of Meridian A venue at Randall A venue. Seconded: By Jorge Carlos and carried The intersection is split jurisdiction. The City of Colton has jurisdiction over the southern half of the intersection and the City of San Bernardino over the northern half. The City of Colton made this request in response to numerous complaints regarding speeding and concern for school pedestrian safety. Garcia Elementary School is located on the southeast corner of the intersection. In the last recorded year, there have been three recorded accidents at the intersection. All three correctable by stop signs. Warrants for a four- way stop 8rc not met. Primarily due to the low traffic volumes on the minor street approach. Committee members raised concern over the impact on traffic at the intersection when the new County Hospital opens. StatT will monitor intersection after hospital opens. Motion: By Gary Kuhlman to deny request for a Four-way stop and to notify the City of Colton Seconded: By Louis Flores and carried 3 On December 14, 1998 the Police Department restricted turning movements at the intersection of Rosewood Drive and Tippecanoe A venue. The cast and westbound approaches were restricted to right-turns only and left-turns were prohibited for northbound traffic. Approximately two and one-halfycars ago the Corrunittcc recommended that a median be constructed on Tippecanoe Avenue. Staff asks the Corrunittcc to consider the following: Docs Corrunittcc want to discuss this issue again. Or, does Corrunittee want to re- affirm their last recommendation to construct a median on Tippecanoe Avenue.
