CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Subiect: Approval of Plans and Authorization to Advertise for Bids - Slurry Sealing of Various Streets, Phase VIT Per Plan No. 9964, Areas "A" and "J". Back2round: Each year an allocation is made in the 126 Gas Tax Fund and in the 129 Ih cent sales tax fund for the rehabilitation of various streets within the Community. In a joint effort, the Department of Development Services and the Department of Public Services reviews and recommends streets for rehabilitation. Factors considered are traffic volumes, condition of street, method to be used, service life of pavement, improvements to be realized with the rehabilitation method and availability of funding. The areas selected for this seventh phase of the project are two residential areas, one located westerly of University Parkway and southerly of Kendall Drive in Ward 5 (see Exhibit "A") and the other located west of Rancho Avenue and south of Rialto Avenue in Ward 3 (see Exhibit "B"). For reference purposes we are attaching Exhibit "C" which is a sununary of locations where slurry sealing has been completed as part of the currently approved program. The Department of Development Services and the Department of Public Services have reviewed the streets shown in Exhibits "A" and "B" and have determined that significant useful life remains for this pavement provided restoration and rehabilitation is completed in the near future. These streets have been rated average under the City's rating system and will benefit from this process. These areas and the streets within them meet the criteria established for the slurry seal program. Considering the condition of the existing streets, the life cycle analysis shows that slurry seal is the most appropriate and cost effective method of restoring these streets and extending their useful life . This project consists of sealing cracks, grinding raised areas smooth, cleaning the street and then applying a slurry seal that restores and seals the street against moisture. Total Project Cost $535,800 $ 29.250 $565,050 $ 54.950 $620,000 Financial ImDact: $1,000,000 was included in the FY 98-99 budget for citywide pavement rehabilitation ($500,000 in the Gas Tax Fund, and $500,000 in the Ih Cent Sales and Road Tax Fund).
