STAFF REPORT
Subject:
Resolution of the Mayor and Common Council of the City of San Bernardino supporting the San
Bernardino County Homeless Partnership.
Background:
Community Action Partnership of San Bernardino County recently completed their San
Bernardino County 2007 Homeless Census and Survey. The Survey, a point-in-time count,
found a total of7,331 men, women, and children, including 6,111 homeless people on the street,
and an additional 1,220 homeless people in emergency shelters, transitional housing, people
using motel vouchers, and those in domestic violence shelters. Rehabilitation facilities reported
having 145 homeless people. The City of San Bernardino had the highest number of homeless
individuals counted in the survey, 1,915, representing a 19.3% increase over the 2003 Homeless
Census and Survey.
The San Bernardino County Board of Supervisors established the San Bernardino County
Homeless Partllership and Office of Homeless Services Coordination on September 25,2007, in
response to the findings from the 2007 Homeless Census and Survey. The mission of the San
Bernardino County Homeless Partnership is to provide a system of care that is inclusive, well
planned, coordinated and evaluated, and is accessible to all who are homeless or at-risk of
becoming homeless. The purpose is to develop a countywide public and private partnership and
to coordinate services and resources to end homelessness in San Bernardino County.
Adoption of this resolution will support the ongoing coordination between the City and County
of San Bernardino to end homelessness.

RESOLUTION OF THE MAYOR AND COMMOM COUNCIL OF THE CITY OF
SAN BERNARDINO SUPPORTING THE SAN BERNARDINO COUNTY HOMELESS
PARTNERSHIP.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:

WHEREAS, according to the 2007 Point in Time Count and Survey, the County of San
Bernardino has experienced a 39% increase in homelessness over the past four years which
included a total of 7,331 men, women, and children who are homeless in San Bernardino
County; and
WHEREAS, as a result of this increase the County of San Bernardino Board of Supervisors
authorized the creation of the San Bernardino County Homeless Partnership; and
WHEREAS, the principle mission of the Partnership is to provide a system of care network that
is inclusive, well-planned, coordinated and evaluated and is accessible to all who are homeless or
at risk of becoming homeless; and
WHEREAS, this countywide partnership of public and private agencies will coordinate services
and resources to end homelessness in our county; and
WHEREAS, the City of San Bernardino had the highest number of homeless individuals in San
Bernardino County representing 26.1 % of the total homeless population and homelessness
continues to become more prevalent as a societal problem in the City of San Bernardino.
NOW THEREFORE BE IT RESOLVED, that the City Council of the City of San Bernardino
hereby pledges support of the San Bernardino County Homeless Partnership.
