Synopsis of Previous Council Action:
On November 5, 2007, the Mayor and Common Council received and filed the City wide non-safety
Classification and Compensation report from Reward Strategy Group (RSG).
On December 19, 2005, the Mayor and Common Council adopted Resolution No. 2005-428, a Resolution
amending Resolution No. 6413, Sections Ten through Fourteen, entitled in part a Resolution establishing
a basic compensation plan . . . (General, Mid-Management, & Confidential & Management Units)

Resolution of the City of San Bernardino amending Resolution No. 6413, Sections Ten, Eleven,
Twelve & Fourteen entitled in part"A Resolution . . . establishing a basic compensation plan
. . ."; by updating information codifying prior council actions (General, Mid-Management and
Confidential/Management Units).
Backl1round:
On November 5, 2007, the Mayor and Common Council received and filed the City wide non-
safety Classification and Compensation report from Reward Strategy Group (RSG).
Each employee will be placed in the new range that provides a minimum of 5%to their current
pay. Employees who are in positions that have been recommended to receive less than 5% will
receive the increase proposed. Step/merit increase dates will remain unchanged.
The following classification titles and or bargaining units were negotiated with the various
bargaining groups and have been amended to better reflect the job duties. Bargaining unit
changes will be effective January 1, 2008.
Bargaining unit changes from General Unit to the Middle-Management Unit include three
Library positions: Library Circulation Supervisor, Library Program Coordinator, and Library
Branch Manager; and three Animal Control positions: Animal License Office Supervisor,
Supervising Animal Control Officer, and Animal Shelter Kennel Supervisor.
Bargaining unit changes from General Unit to the Confidential Unit include the Finance position
of Payroll Technician,the Risk Management position of Safety Officer,the Workers'
Compensation position of Workers' Compensation Adjuster, and the Human Resources position
of Senior Human Resources Technician.
Bargaining unit changes from Middle Management to Management include the Assessment
District/Real Property Manager and from Confidential to Management include the Payroll
Manager. Additionally, titles for existing positions in the Management Unit have been updated
as follows: Administrative Analyst I to Management Analyst I/Assistant of the City Manager
(Flex) (U) and Administrative Analyst 11 to Management Analyst II/Assistant of the City
Manager(Flex) (U).
The requested action is to update the sal y resolution to include the above salary increases and
range adjustments resulting from the abo e-referenced classification and compensation report.
An appeal process was negotiated and approved by the Mayor and Council on December 17,
2007. All employees will have the opportunity to participate and file for reconsideration through
January 31, 2008.
Financial Impact:
There is no additional financial impact to update the respective salary resolution. The costs
associated with the Classification and Compensation study were approved at the November 5,
2007 Mayor and Common Council meeting.
