HARDGRAVE, Director of Public Works/ City Engineer SUBJECT: Driveway Approach to Rialto Avenue - Concrete Pre-casting Facility DATE: April 9, 1993 COPIES: Mayor W. R. The concrete pre-casting facility on Fourth Street Rock Crusher's property between Rialto Avenue and Fourth Street, was approved by Review of Plans No. 86-14. Access was provided by the concrete box culvert undercrossing under Rialto Avenue to Muscott Street. Traffic gains access to Rialto Avenue at the Muscott Street intersection. This access route is difficult for the long loads to traverse. Therefore, an application was recently submitted to our office for a permit to construct a modified driveway approach to Ria1to Avenue, in order to provide a better access route. Trucks hauling the pre-cast concrete members will use this driveway to make a right turn on to Ria1to Avenue. There is unlimited sight distance to the east. The turning radius of the existing trucks has been checked, and verified that they can turn into the westbound lanes without encroaching over the centerline. Trucks will only use this driveway between 11:00 p.m. and 5:00 a.m., due to permit restrictions by Ca1trans. on the freeway system. A considerable amount of dirt was needed to be placed, in order to construct a ramp from the pre-casting yard to the new driveway approach on Ria1to Avenue. Barlow, Senior Assistant City Attorney TO: DATE: March 26, 1993 c.." RE: Fourth Street Rock Grading This is to confirm that on Friday, March 26, 1993, you telephoned Mr. Penman and requested that our office look into some grading allegedly performed by Fourth Street Rock without permits. The location you identified is on Rialto west of Mt. Vernon. You expressed concern that the grading provides access for heavy equipment to Rialto where the traffic moves at high speeds. You said there should have been a traffic study, possibly an EIR and grading permits issued before the work began.
