CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Subject: Resolution of the Mayor and Common Council of the City of San Bernardino in support of The California Wild Heritage Wilderness Act of 2002, introduced by Senator Barbara Boxer. Background: Today, only 13.3 percent of California is protected as wilderness. In just the last 20 years, 675,000 acres of unprotected wilderness have lost their wilderness character due to activities such as logging and mining. Earlier this year, Senator Boxer introduced the California Wild Heritage Wilderness Act of2002, which will provide permanent protection for 77 areas and 22 rivers throughout California, ensuring that they continue as part of our natural heritage for future generations. This legislation will provide protection for a diverse array of ecosystems, as well as the sources of much of California's drinking water. The bill will promote the recovery of threatened and endangered species, including salmon and steelhead. It will also ensure that uses by Native American Tribes for spiritual, cultural, or subsistence practices continue. Under this legislation, funding would be provided each year to the Secretary of Agriculture and to the Secretary of the Interior to develop trails and other facilities that promote and enhance recreation experiences in these areas. Funding would also be provided to create recreation-related jobs, establish a program to provide economic development grants to communities for the development of visitors' centers, informational brochures and kiosks, and to promote tourism near the new wilderness areas. This bill would permit the continuation of military activities, including overflights, military maneuvers and other activities. The property rights of private landowners within the wilderness will not be impacted by the Act. Full access to property is guaranteed. Existing activities including hunting, fishing, livestock grazing and horseback riding are allowed under the legislation. This bill protects four areas in National Parks, 18 areas on Bureau of Land Management (BLM) lands and 58 areas of National Forests. Three protected areas overlap both National Forest and BLM lands.
