Subject:
Resolution adopting the Five-Year Capital Improvement Program (2002-2007) for Measure "I"
Local Expenditures.
Back2round:
In November 1989, voters approved Measure "I" authorizing San Bernardino Associated
Governments (SANBAG), acting as the Transportation Authority, to impose a one-half of one-
percent retail transaction and use-tax applicable throughout the county. This tax can only be
used for transportation improvement and traffic management programs authorized in the
expenditure plans set forth in Ordinance No. 89-1 of the authority.
The referenced ordinance requires each local agency to expend funds based on a 5-year Capital
Improvement Program and 20-year Transportation Plan adopted by resolution. The Plan only
relates to these funds and their expenditure; it is mandatory that each agency update the plan
and program each year.
The proposed 2002-2007 5-Year Program for Measure "I" Local Funds (Attachment A) is
based upon the City's approved 5-Year Capital Improvement Program (adopted July 15,2002).
The Measure "I" funds are split into local and arterial funds with percentages of total revenue
going to each portion of the program. Measure "I" Arterial Funds are not included in the 5-
year plan as the arterial funds have been committed for the improvement of freeways.
Expenditure of arterial funds is controlled by SANBAG.
SANBAG has also recommended over-programming of the local funds in order to insure
projects are eligible and to allow for slippage due to environmental processing, etc.
Amendments to the plan can be made throughout the year by action of the Mayor and Common
Council, which may minimize the need to amend the program. There is no requirement to
amend the 20-year program, as it has not changed. A copy of the 20-year Transportation Plan
has previously been sent to SANBAG.
This year, SANBAG is requiring Cities to provide an "Expenditure Strategy" statement.
Attached is a copy the proposed statement for this year.
Financial Impact:
There is no financial impact related to the adoption of the Plan that reflects what has been
approved and adopted in the larger 5-year CIP for all City funds.
Recommendation:

RESOLUTION OF THE CITY OF SAN BERNARDINO ADOPTING THE FIVE-
YEAR CAPITAL IMPROVEMENT PROGRAM (2002-2007) FOR MEASURE "I"
LOCAL EXPENDITURES.
WHEREAS, San Bernardino County voters approved passage of Measure "I" in
November, 1989, authorizing San Bernardino Associated Governments, acting as the San
Bernardino County Transportation Authority, to impose a one-half of one percent retail
transactions and use tax applicable in the incorporated and unincorporated territory of the
County of San Bernardino; and,
WHEREAS, revenue from the tax can only be used for transportation improvement and
traffic management programs authorized in the Expenditure Plans set forth in Ordinance No.
89-1 of the Authority; and,
WHEREAS, Expenditure Plans of the ordinance require each local jurisdiction
receiving revenue from the tax to expend those funds pursuant to a Five-year Capital
Improvement Program and a Twenty-Year Transportation Plan adopted by resolution of the
local jurisdiction; and,
WHEREAS, Expenditure Plans of the ordinance also require that each local jurisdiction
annually adopt and update the Five-Year plan.
NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON
COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. The amended CAPITAL IMPROVEMENT PROGRAM, for Measure
"I" Program of Local Expenditures, for 2002-2007, a copy of which is attached hereto,
marked Exhibit "A" and incorporated herein as fully as though set forth at length, is hereby
adopted.
SECTION 2. The "TWENTY-YEAR TRANSPORTATION PLAN," for Measure "I"
Program of Local Expenditures, adopted by Resolution No. 92-277, on July 20, 1992, is still ,
