Thank you ESR/dp attachment POSITION JUSTIFICATIONS The following are justifications for classified appointments, promotions and other personnel actions to be reviewed by the Mayor and Common Council at the August 19, 2002 Council meeting. CLASSIFIED 9. Administrative Clerk II (Natividad. B.) - Promotion DEVELOPMENT SERVICES This position is an intermediate level in the clerical series. The filling of this position is necessary to enable the department to meet the needs of the general public. This individual will be assisting the general public as a receptionist, provide telephone support by answering, screening and directing incoming phone calls, scheduling inspections, filing and various administrative duties as required. 12. Account Clerk II (Stell. W.) - Promotion PUBLIC SERVICES This position will perform a variety of specialized and responsible work in connection with the preparation, review and maintenance of statistical records for the Refuse Division such as daily productivity reports, residential red tags, etc. Also, this position would alleviate the problem of understaffing and assist in responding to questions and complaints about refuse services to the community. Filling this position will increase productivity in the Refuse Division by allowing the incumbent to handle difficult responsibilities as needed by the Solid Waste Manager and Refuse Supervisors. 14. Community Service Officer II (Battle. S.) - Voluntary Demotion CODE COMPLIANCE This voluntary demotion will fill a vacant position of Community Service Officer II in the Police Department. UNCLASSIFIED 1. Unclassified Staff Analvst I CRuester. J.) - Appointment MAYOR The incumbent fills a recently vacated position. This position will be responsible for the Cultura1 and International Affairs program. Specific duties will be the oversight of the Arts At Fifth, Fine Arts Program and other duties as assigned. #8 8/19/02 '-I . 2. Director of Code Comllliance maude. G.) - Out-Of-Phase Merit Increase CODE COMPLIANCE Mr. Baude contiDues to be one of our most visible Department Heads. He routiDely works nights and weekends to attend city functions, community events, and neighborhood and business association meetings. Glenn is working with other departments and agencies to create several new programs to enhance the quality of life in San Bernardino. These programs include a new enhanced Adopt-A-Street program, an illegal dumping education program and a business improvement and education program. Internally, Glenn has started an employee recognition program, a code officer training program and a Saturday crew to handle issues that only occur on weekends. Glenn applied for and received a grant from the State Department of Housing and Community Development of $368,000 over three years to increase code compliance staffing. This was a competitive grant with over 50 cities applying. Each grant application was evaluated and ranked. San Bernardino's application was ranked number one among all applicants. #8 8/19/02
