Description) Finance: Council Notes: Agenda Item No. g/`/~~ CITY OF SAN BERNARDINO -REQUEST FOR COUNCIL ACTION Staff Report Subject: Resolution of the Mayor and Common Council of the City of San Bernazdino authorizing the submittal of a grant in the amount of $42,166 from the Community Foundation, Morongo Basin Health Initiative for the Senior Companion Program (SCP). Background: City of San Bernazdino is the only agency in the County that provides SCP services. SCP serves two groups of senior citizens: 1) It gives low-income persons 60+ yeazs old an opportunity to remain active and serve less-fortunate peers while receiving a small non-taxable stipend to supplement their limited income. 2) Adults who aze alone, isolated, disabled or frail aze able to remain in their own homes instead of being placed in expensive institutional facilities and they gain loving, caring friends. The City currently manages a SCP grant to provide services to local seniors. This grant will serve seniors of the Morongo Basin area. Many frail, isolated, and disabled seniors in the Morongo Basin aze at risk of premature institutionalization if they do not receive personal, in- home services. More than 33% of the total population aze seniors and this number is growing rapidly. Our current federal grant with the Corporation of National Service does not expire until 6-30-03. In fact the City has been funded for the past 28 years (since 1974). SCP recruits, trains, and assigns eligible volunteers to provide in-home services such as grocery shopping, meal prepazation, transportation to doctor appointments and to pick up medicine, providing companionship, reading, writing, assisting with home management and establishing a trusting, caring relationship. SCP is very cost-effective program. Approximately 140 seniors benefit (27 Companions plus 108 - 115 clients) for only $132,534 or under $1,000 each. We are seeking funds from other foundations and individual donors to make up from the $21,000 cut that the State of California due to their current fiscal conditions. If this grant is awazded the Senior Companion Program would gain 7 additional companions to assign to those seniors residing in the Morongo Basin that requires this assistance. Financial Impact: There will be no financial impact on the City of San Bernardino. The Mayor of the City of San Bernardino hereby designates and authorizes the submittal by the Director of Parks.
