CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Subiect: Authorization to declare 7th Street a through highway from Medical Center Drive to Mt. Vernon Avenue. Backl!round: The Traffic Engineering Section received a request from a citizen, via the Council Office, to install a I-way stop at the intersection of 7th Street and Pico Avenue. The requestor is concerned for traffic/pedestrian safety and feels that installing a I-way stop would improve safety at this intersection. Traffic Engineering Staff evaluated the request. This is a "T" type intersection that is currently uncontrolled. The intersection is located in a predominantly residential area, however, there is an elementary school, a community center, and church facilities nearby. The volume of 7th Street in this area, is approximately three thousand (3,000) vehicles per day. In view of this traffic volume, staff expanded the area of study to include all intersections between Medical Center Drive and Mt. Vernon Avenue. 71h Street intersects four other streets within this area for a total of five. Two of these are already controlled by stop signs on the approaches to 7th Street (Western Avenue and Ramona Avenue). The other three remain uncontrolled (Cabrera Avenue, Roberds Avenue and Pico Avenue). Due to the traffic volumes in this section of 7th Street, staff recommends that it be declared a "Through Highway" from Medical Center Drive to Mt. Vernon Avenue. Approval of this action, will allow staff to install stop signs on all the approaches to 7th Street within these limits.
