Thank you ESR/dp / attachment " POSITION JUSTIFICATIONS The following are justifications for classified appointments, promotions and other personnel actions to be reviewed by the Mayor and Common Council at the August 5, 2002 Council meeting. CLASSIFIED I. Senior Code Comoliance Officer (Sartin. K.) - Appointment CODE COMPLIANCE Activity and complaint driven violations are assigned to officers based on geographic areas. Code Compliance divides the City into five geographic areas, along the boundaries set up by Community Based Policing, and each area is divided into three subareas. When fully staffed, each area would have one (1) Senior Code Compliance Officer and two (2) Code Compliance Officers. This position will be assigned as the Senior Officer for one of the five geographic areas. During the time this position was vacant, officers' geographic areas were expanded to cover the area of the vacant position :stretching resourees' and. delaying response time. Filling this position will allow the department to have senior leadership for the area and provide better 'coverage and faster response times. 2. Park Maintenance Worker II (Vela. R) - Appointment PARKS, RECREATION & COMMUNITY SERVICES The Park Maintenance Worker II position was vacated in January 2002. Filling this position will resolve a critical need in our park maintenance efforts. 3. Police Records Technician Trainee (Carrigan. J.) - Appointment POLICE The Records Bureau is the central collection point of all crime and traffic related reports for the police department, and is responsible for processing, distributing and maintaining official police records in accordance with Department of Justice (D01) guidelines and mandates. Duties include typing taped reports, entering report data into local, state and nationwide computer systems; scanning reports into the document imaging system; generating monthly and annual crime statistics for DOJ and FBI; and duplicating crime and reports arrests. Currently, four (4) of the 24 authorized Police Records Technician (PRT) positions are vacant. Filling these positions with PRT Trainees, allows these personnel the opportunity to work their way up into the PRT positions. The salary savings associated with these vacancies are offset by increased overtime costs resulting from the performance of critical tasks within mandated deadlines. Further, vacancies cause delays or cuts services provided to the public and department employees as well as creating a negative work environment as the result of employees having to work shorthanded. #7 8/5/02 .' 5. Disoatcher I (Moran. F.) - Appointment POLICE The Police Dispatcher Center historically has experienced ongoing staffing and employee retention problems. This continues to be one of the most acute issues facing the Police Department, as it has become a public safety concern, officer safety issue, and an organization wellness liability. Acute issues include: (1) Overtime expenditures in FY 2001/02 were 120.12% overspent; (2) Police dispatch is handling twice the industry standard of 15-70 officers per call group; and, (3) Dispatcher workload which is the highest in the Inland Empire. One solution for the above concerns is to overfill the Dispatcher IIII position. Currently, all the authorized positions in Dispatch are full. Cost savings associated with vacancies are entirely offset with backfilling these positions with full-time dispatchers, community service officers or police officers working overtime. By overfilling positions in Dispatch, it will help to reduce the need for overtime by having an adequate contingent of personnel to staff in the Dispatch Center. 14. Disoatcher II (Hem.
