BACKGROUND The City has authorized six (6) professional planning positions. The City has been unsuccessful in four recruitments to fill the position of Associate Planner with a qualified person capable of the complexity of the job. Yet, each year the environmental issues and planning tasks get exceedingly more complicated. The Department feels there is a need to upgrade a vacant position of Associate Planner to the position of Senior Planner in order to attract a talented person capable of doing the more complicated assigrunents and tasks--a person with more experience who is able to promptly and efficiently complete the growing volume of work. The Planning Division is updating the Housing Element, overseeing the update of the City's General Plan and specific plans, and researching and managing several major projects such as Arrowhead Springs Specific Plan and annexation, Arrowhead Credit Union Headquarters Project, Kangaroo Rat Habitat issues, Hillwood and BNSF issues and development plans, EDA projects, legal issues such as negotiations and amendments to the Municipal Code related to Stubblefield Development, Martin Ranch, San Manuel Band of Mission Indians' property, etc. These tasks are in addition to handling an increase in Conditional Use Permit and development permit applications. The backlog of projects (Conditional Use Permits, tract maps, variances, zone changes, development permits, etc.) has increased in a six-month period from 37 to 67 applications. Additionally, to date there has been an II percent increase in the total number of submitted planning cases. Upgrading this vacant position will allow the City to recruit an experienced individual capable of provide the services necessary to maintain quality customer service. FINANCIAL IMPACT Budgeted Reclassifv Associate Planner Range 1435 ($3,886 - $4,724/mo.) Salary $48,800 Benefits 8.200 $57,000 Senior Planner Range 2480 ($4,864 - $5,912/mo.) $4,864 x 12 months = $58,368 Benefits 10.400 $68,768 Total net increase: $11.768 The $11,800 cost for this reclassification will be funded by moving $3,000 from Account #001- 187-5111 and $9,000 from Account #001-190-5502. As always, at mid-year, these accounts will be re-evaluated and, ifneeded, adjustments will be recommended. RECOMMENDATION 1. SUMMARY DESCRIPTION Under general supervision, accomplishes a variety of specialized and responsible professional and technical assignments from above average difficulty to increasingly complex areas in planning; assists in performing studies and preparing comprehensive current and long-range plans on matters concerning the orderly growth and development of the City; and performs related duties as required. ORGANIZATIONAL RELATIONSmpS The class of Associate Planner is a journey-level professional in the planning series. Supervision is received from the Director, Principal Planner and/or Senior Planner. REPRESENTATIVE DUTIES The following duties are typical for positions in this classification. Any single position may not perform all of these duties and/or may perform similar related duties not /isted here: I. Provides courteous and expeditious customer service to the general public and City department staffs. 2. Initiates correspondence to developers and the public; responds to correspondence and answers questions from the public regarding planning issues. 3. Performs professional work in planning, zoning and redevelopment relative to land use; analyzes factors influencing trends and makes predictions concerning future City expansion. 4. Conducts surveys and compiles data relating to zoning, performance standards, ordinance revisions and changes; reviews development plans for compliance with zoning ordinances, regulations and policies established by the Planning Commission and the Common Council; prepares current and long-range plans for subdivision and zoning activities, land use, community design, housing, streets and highways. 5. Interprets and applies zoning ordinances; implements zoning and subdivision ordinances; researches and prepares new ordinances; drafts and submits proposed legislation on zoning and related planning matters. 6. As assigned Project Manager, processes al1 types of planning permits as necessary; screens and evaluates assigned applications for completeness before presentation to committees and the Planning Commission; confers with applicants on presented plans; reviews and resolves site design problems and negotiates with developers to modify site plans; prepares and reviews environmental impact studies and reports and makes recommendations to the Director, Development ReviewlEnvironment Review Committee, and Planning Commission; schedules projects and prepares draft project agenda items, and legal ads and notices; prepares maps and special sketches; designs charts and graphics; prepares and presents staff reports to Development/Environmental Review Committee and Planning Commission. 7. Plan-checks building permit and landscape plan requests, conferring with building inspectors, officials, engineers, architects, developers, and others; reviews plans and drawings to ensure compliance with approved plans and City ordinances; performs field and site inspections during and after construction to ensure project is in compliance with approved plans. Writes requests for proposals for consultants in environmental planning, urban design, housing, and economic studies and projections; evaluates proposals; selects consultants; prepares agreements and monitors consultant work. 9. Serves as staff on a variety of committees and commissions as assigned; prepares and presents staff reports and other necessary correspondence. 10. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of Planning. II. Routinely adheres to and maintains a positive attitude towards City and department goals. 12. Performs related work as required. GENERAL OUALIFICATIONS Knowledee of: Census data; Basic mathematics and statistics; Applicable laws and codes; Intermediate computer skills; Drafting methods and equipment; Municipal, political and governmental processes; Research principles and report writing techniques; Proper English usage, spelling, grammar and punctuation; Principles of administration and public relations; State Planning Act, Subdivision Map Act, California Environmental Quality Act and National Environmental Policy Act; Theories, principles and practices of municipal planning and zoning. Minimum Oualifications: Bachelor's degree in land use planning, or a closely related field and two years of planning experience. A Master's degree in land use planning or closely related field may be substituted for one year of the required experience. License or Certificate: Possession of a valid Class "C" California Driver's License is required. Plan-checks building permit and landscape plan requests, conferring with building inspectors, officials, engineers, architects, developers, and others; reviews plans and drawings to ensure compliance with approved plans and City ordinances; performs field and site inspections during and after construction to ensure project is in compliance with approved plans. 11. Writes requests for proposals for consultants in environmental planning, urban design, housing and economic studies and projections; evaluates proposals and selects consultants; prepares agreements and monitors consultants work. 12. Maintains all departmental information documents, books and other materials including the Development Code, General Plan, General Plan Land Use Map and Policies and Procedures Manual; recommends purchase of technical manuals and supplies. 13. Serves as staff on a variety of committees and commissions as assigned; prepares and presents staff reports and other necessary correspondence. 14. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of Planning. 15. Routinely adheres to and maintains a positive attitude towards City and department goals. 16. Performs related work as required. GENERAL OUALIFICATIONS Knowledl!e of: Census data; Basic mathematics; Basic statistics; Applicable laws and codes; Drafting methods and equipment; Basic principles of supervision; Municipal, political and governmental processes; Research principles and report writing techniques; Proper English usage, spelling, grammar and punctuation; Theories, principles and practices of municipal planning and zoning. Ability to: Organize and conduct planning research studies; Evaluate plans, proposals and design; Plan, organize and complete long-term assignments; Read, understand, interpret and apply complex written materials; Compile and analyze technical and statistical information and data; Read and interpret maps, plans, specifications and legal descriptions; Prepare maps, illustrations, tables, graphs and other visual orders for written and oral presentations; Prepare clear, comprehensive reports with effective graphic illustrations; Understand and carry out oral and written instructions; Communicate clearly and concisely, both orally and in writing; Establish and maintain effective relationships with those contacted in the course of work. Minimum Oualifications: Bachelor's degree in land use planning or closely related field and three years of planning experience with one year of supervisory level professional planning experience. A Master's degree in land use planning or closely related field may be substituted for one year of the required non-supervisory experience.
