BACKGROUND The Telecommunications Division operates and programs two access channels, one public and one educational, for the community. The Division provides instructional TV services to the San Bernardino City Unified School District to assist educators with enhanced curriculum opportunities. Total programming hours are more than 5,400 annually. The CATV Progrannning Traffic Assistant is a key part-time position and is responsible for all traffic and cablecast facility scheduling, including preparation of daily cablecast logs; organizing tape library and assisting with the preparation of the monthly progrannning. The current salary range for this part-time position is $10.50 - $12.66 per hour. The incumbent has been at the top step for five years. Staff is recommending that the salary range for this position be adjusted by fifteen percent (15%) to $12.07 - $14.56 per hour. FINANCIAL IMPACT The incumbent works approximately 1,800 hours per year; placement at the mid-point of the new range will result in an hourly increase of 66~ per hour. The cost of the proposed salary increase will be approximately $1,200 for FY 02-03. The funds needed to cover this cost will come from Account No. 107-261-5181 (Other Operating Expenses). RECOMMENDATION 1. Increase the salary range for the CATV Programming/Traffic Assistant, Part-Time, from $10.50 - $12.66 per hour to $12.08 - $14.67 per hour. 2. Direct the Human Resources Department to update Resolution 6413, Section Thirteen, to reflect this particular action. 3. Authorize the Director of Finance to amend the FY 02-03 Preliminary Budget to adjust the CATV budget per the staff report. REPRESENTATIVE DUTIES Provides courteous and expeditious customer service to the general public and City department staffs. Coordinates the requests for and schedules the use of 1/2" and 3/4" videotape machine for compatibility with on-air cablecasting and recordings. Designs and implements organization of all videotape library materials; develops and maintains strict inventory control system of all videotape stock. Assists as needed in securing programming for use as directed by the Cable Television Manager; schedules and coordinates all necessary recordings and related usages of cablecast facilities. Maintains cablecast logs and related material from which reports are compiled upon request. Represents the division in interactions with the general public, responding in a professional manner to inquiries regarding programming information. Prepares monthly and long-range program schedules as directed by the Cable Television Manager. Maintains master long-range programming book. Routinely adheres to and maintains a positive attitude towards City and Division goals; and performs related duties as required. MINIMUM OUALIFICATIONS Graduation from high school or GED equivalent. One year experience in video production, communication arts or related field. Prior experience in television programming/trafficking preferred. Computer experience desired. Possession of a valid class "C" California driver's license. ~ GENERAL OUALlFICATIONS Knowledge of: Program scheduling principles; Principles of indexing and filing; Report writing; Video production systems and operation; Playback systems and operations; Basic public relations techniques. Ability to: See in the normal visual range with or without correction; Hear in the normal audio range with or without correction; Exhibit normal range of body motion; Transport loads weighing up to 20 pounds; Understand and carry out oral and written instructions; Operate a vehicle observing legal and defensive driving practices; Establish and maintain effective working relationships with those contacted in the course of work; Work efficiently while maintaining multiple deadlines and changing priorities. ORGANIZATIONAL RELATIONSHIPS The CATV ProgrammingtTraffic Assistant is a part-time position within the Telecommunications Division and performs work under the supervision of the Telecommunications Technical Coordinator and Cable Television Manager. Positions in this class are assigned to work various hours, including weekends and holidays.
