Subject:
A Resolution of the Mayor and Common Council of the City of San Bernardino restricting
parking, at the locations, days and times specified on Attachment "A" for the purposes of a
street sweeping pilot program.
Background:
A method commonly used in cities to improve street sweeping effectiveness is to post streets for
no parking during the time street sweepers will be in the area.
The Management Partners Study recognized the benefit of street posting and issued
Recommendation #182 which states:
Designate restricted parking days for street sweeping operations and ticket offenders.
By improving thoroughness of sweeping and ticketing parking offenders, the City
improves NPDES compliance.

Staff met with the Legislative Review Committee (LRC) to discuss strategies for posting streets
on street sweeping days. The LRC had staff complete counts of vehicles along the various
sweeping routes to determine where a six-month pilot program may be implemented to test
compliance as well as actual sweeping times. Two sweeping routes, Route 11 north of Belmont
and west of Devils Canyon in Ward 5 and Route 31 north of the 210 freeway and east of
Waterman in Ward 7 were identified as locations where a pilot program is expected to be
successful. Staff has contacted the neighborhood associations in these areas to discuss the
proposed pilot program. The association leadership believes posting would benefit the area and
they support the pilot program.
For no parking to be posted it will be necessary to adopt a resolution to incorporate no parking
on the first and third Wednesday from 5:30 AM to 2:00 PM for all streets in Sweeper Route 11,
and approve no parking on the second and fourth Wednesday from 5:30 AM to 2:00 PM on all
streets in Sweeper Route 31(see Attachment "A").
If these pilot areas are approved, staff will distribute flyers in the pilot areas to announce the
program and will order and install the no parking signs. Facilities will enforce the parking
restrictions. Over the course of the six-month pilot program staff will track the actual time
periods to complete sweeping and costs and revenues associated with parking enforcement.
The information gathered will result in recommendations to add other sweeping routes to the no
parking program.
After six months of operation of the street sweeping pilot program, the City Manager or his/her
designee shall provide a report to the Mayor and Common Council regarding the results of the
pilot program, and make recommendations concerning this matter.
Financial Impact:
The approximately $5,000 funding for pilot program area signage will be absorbed into the
existing sign budget. .

SAN BERNARDINO RESTRICTING PARKING AT THE LOCATIONS, DAYS AND
TIMES SPECIFIED ON ATTACHMENT "A" FOR THE PURPOSES OF A STREET
SWEEPING PILOT PROGRAM.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. It shall be unlawful for the operator of any vehicle to stop, stand or
park the same at any time upon the following designated streets or portions thereof,
during the times or days designated, as indicated on Attachment "A."
SECTION 2. After six months of operation of the street sweeping pilot program,
the City Manager or his'her designee shall provide a report to the Mayor and Common
Council regarding the results of the pilot program, and make recommendations
concerning this matter.
