(Palm Street Improvement & Baily Drain) Recommended motion: That the City Engineer and City Clerk are authorized to combine proposed Assessment District 987, 988 and the proposed improvement of Palm Avenue and Bailey Creek into one Assessment District to be known as Assessment District No. 987 (Verdemont Area Improvement District) under the provisions of the Municipal Improvement Act of 1913 and the Improvement Bond Act of 1915 for the installation and construction as stated in those proposed Assessment Districts in the City of San Bernardino and to do all things necessary to bring the project to a timely compl n. cc: James Robbins, Acting Ci~ Administrator James Richardson, Dep. Oescriotion) Finance: Council Notes: f2 CITY OF SAN BERICRDINO - REQUEST CbR COUNCIL ACTION STAFF REPORT On February 6, 1989, the Mayor and Common Council took action authorizing the City Engineer and City Clerk to proceed with a proposed Assessment District under the provisions of Chapter 12.90 of the Municipal Code for the installation of traffic signals at Palm Avenue and Kendall and for the construction of a box culvert at Palm Avenue and the Cable Creek Channel. On the same date, authorization was also given to proceed with a proposed Assessment District under the provisions of Chapter 12.90 of the Municipal Code for the construction of the Chestnut Drain. On March 20, 1989, the Mayor and Common Council took action authorizing the City Engineer and City Clerk to proceed with a proposed Assessment District under the provisions of the 1913/15 Act for the improvement of Palm Avenue between Kendall Drive and the north line of the Rancho Muscupiabe and for the proposed construction of a storm drain and appurtenant facilities in the area of Bailey Creek generally north of Belmont Avenue. \ All of these Districts were City initiated in conjunction with the Verdemont Area Financing Strategy and are all in the same general area. It is therefore possible to combine all of the proposed Districts into one large Di stri ct wi th Zones for each of the different type of constructi on/i nsta l1ation thereby el i mi na ti ng any bond subordi na ti on due to tfmi ng of the three sepera te Districts. Assessments to the property owners in this instance will be reduced as the cost of establishing one District is less than the cost of establishing three Distri cts. All charges presently placed against Work Order No. 1325 for Assessment District No. 988 would be placed against Work Order No. 1324 (Assessment District No. 987) which would change its name from Palm & Kendall Signals and Drain District to the Verdemont Area Improvement District and continue to function as the combined District. . No Work Order Number has yet been assigned to the Palm Avenue Improvement amd Bailey Canyon Drai n Distri ct.
