Recommended motion:
That the Director of Public Works/City Engineer and the City Clerk are authorized
and directed to terminate the proceedings relative to the proposed vacation of
the alleys located between 28th street and Cajon Boulevard and between Medical
Center Drive and California Street. .
OR
That the Director of Public Works/City Engineer and the City Clerk are authorized
and directed to continue the proceedings relative to the proposed vacation of
the alleys located between 28th Street and Cajon ulevard and bet n edical
Center Drive and California street.

STAFF REPORT
On August 15,1988, the Director of Public Works/City Engineer and the City Clerk were
authorized to proceed with the vacation of the alleys located between 28th Street and
Cajon Boulevard and between Medical Center Drive and California Street.
As part of those proceedings, A Negative Declaration was adopted on November.21, 1988.
All interested City Departments and utility companies were notified of the proposal
and were given an opportunity to respond. Southern California Gas Company, Southern
California Edison Company, General Telephone and city Municipal Water Department have
all requested a reservation of an easement for their facilities. Additionally, the
Water department also requested an access easement, due to the fact that there are
water meters located along the alleys. The Building and Safety Departaent has
objected to this proposal based on the fact that a large number of the homes located
along the alleys have garages with access only from the alleys. To allow continued
access to those garages, an access easement will have to be reserved.. An access
easement will prevent the physical closure of these alleys. In effect, the alley would
remain the same, with the maintenance being transferred to 'the adjacent owners. //
Based upon the above, we are reco_ending that the proceedings for the proposed
vacation be tenainated. If, however, authorization and direction is given to continue,
we will proceed with the Resolution of Intention , which sets a date for a public
hearing. In such case, all adjacent property owners will be notified of the hearing,
and given an opportunity to respond to the proposal.
