DescriDtionl Park Development Fees Finance: ~ J:J~ Council Notes: ~ ~- CITY' OF SAN BERN~DINO - REQUEST & COUNCIL ACTION STAFF REPORT The City of San Bernardino is a member of an informal organization called the Santa Ana River Coordinating Council (SARCC) seeking to prepare a master plan for a trails system from the San Bernardino Mountains to the Pacific Ocean ("Crest to .coast Trail").") Attached is a letter and draft agreement from the San Bernardino County Regional Parks Department requesting approval of the agreement. Since the format used by the County is different from that used by the City, the City Attorney's Office should use the draft and make appropriate changes. The parties to the agreement would include cities in San Bernardino county, the counties of San Bernardino, Riverside. and Orange, as well as other cities in Riverside and Orange counties.~dditionally, the National Park Service, the U.S. Forest Service and the California Department of Parks and Recreation plan to participate with the SARCC in this~ planning effort. The San Bernardino County Regional Parks . .,1. Department w111 act as the lead agency for the SARCC and w111 administer the contract for the master plan. The City of San Bernardino's share of this planning effort would be UD to $6.000 for the 1989-90 Budget. with a wide participation on a regional basis from additional cities and private/nonprofit groups, the cost to the City of San Bernardino could be less than the $6,000 noted. The Parks Commission has reviewed this project and will be taking a formal position of endorsement at the March 16th meeting. Once there is a master plan completed, actual construction would follow. It is anticipated that with significant regional cooperation, State funding is very possible. The Santa Ana River cuts across the southeast part of the city of San Bernardino and the Crest to Coast Trail will be a valuable amenity for the community, thereby, facilitating -tourism. The city of San Bernardino should go recorded as officially endorsing the concept of a Santa Ana River Corridor Master Plan. Based on the foregoing discussion, it is appropriate for the Mayor and Common Council to formally endorse the participation in the SARCC, participation in the Santa Ana River corridor master plan expense and direct the. Sierra Way San Be~n rdino, CA 92401 IC- Dcar M amos: As discussed during the February 16, 1989 meeting of the Santa Ana River Coordinating Council, enclosed is the final Interagency Agreement for development of a Santa Ana River Corridor Master Plan. Revisions recommended during that meeting have been incorporated to the greatest extent feasible. Regional Parks is still targeting March 10 - 17, 1989, as the dates when participating agencies will have this agreement approved and signed by their respective legislative bodies. If the signature page attached to the agreement does not meet your agency's needs, please remove it and substitute the appropriate signature block. Please note that paragraph five (5) establishes the minimum participation necessary for the agreement to become effective. Once the agreement is approved and signed, please transmit two (2) executed signature pages to Gerry Newcombe, Chief of Administration, 825 East Third Street, San Bernardino, CA 92415-0833. Sincerely, r..r 6~j~r l(U' Regional Parks Department SKMcs Ene. cc: Gerry Newcombe File: 30-30 o o INTERAGENCY FUNDING AGREEMENT FOR DEVELOPMENT OF A SANTA ANA RIVER CORRIDOR MASTER PLAN WHEREAS, the Santa Ana River Corridor is a valuable linear space and recreation resource, which will prove to sound investment for public health, welfare, enjoyment for generations to come; and open be a and WHEREAS, the agencies along the Santa Ana River Corridor have determined that the development of a master plan for recreation trails and related facilities for riding, hiking and bicycling (Master Plan) in the river corridor is a beneficial and necessary project that should be accomplished, through an interagency funding agreement; and WHEREAS, the goals of the agencies that will be parties to this interagency agreement include utilization of the river corridor as recreational trail system, conservation and protection of its natural resources so as to minimize the impact on biologically sensitive areas and unique and sensitive plant communities, preservation and interpretation of the corridor's scenic beauty; and WHEREAS, the parties to this interagency agreement are those agencies executing this agreement as identified on signature pages attached hereto, which may include but are not necessarily limited to: the Counties of San Bernardino, Riverside, Orange; the Cities of Redlands, San Bernardino, Highland, Lema Linda, Colton, Rialto, Fontana, Chino Hills (County Service Area 19) , Riverside, corona, Norco, and Anaheim (hereinafter jointly and severally referred to as Parties); and WHEREAS, coordination of planning for development shall be encouraged the Santa Ana River through the Santa Ana -1- - - o ,,,,", v River Coordinating council (SARCC) representing cities, county agencies, state and federal agencies and citizen groups; and WHEREAS, there currently exists a cooperative agreement between the National Park Service, Department of the Interior, and the SARCC for the purpose of. obtaining financial and technical assistance from the National Park Service to develop the Master Plan; and WHEREAS, The U. To contribute an amount not to exceed six thousand dollars ($6,000) from each city and ten thousand dollars ($10,000) from each county into a trust account to be maintained and administered by the County of San Bernardino who will serve as the lead agency for the purpose of developing a Request for proposal (RFP) and contractual agreement to retain a consultant or consultants to develop the Master Plan. The actual monetary contribution from each of the Parties will be prorated depending upon negotiation of the consultant contract but in no event will it exceed the previously described limits. User Guide g. Marketing Plan h. Promotional Materials i. Public Involvement Plan j. Analysis of Revenue Generation Opportunities k. Implementation Strategy 1. Connecting existing but separate trails to form a comprehensive river corridor trail system which will serve many user groups including hiking, bicycling, and equestrian interests. b. Interpreting and providing access to the diverse cultural and natural resources of San Bernardino, Riverside and Orange Counties together through a unified trails system. c. Determining a balance between providing access while still protecting habitats and implementing mitigation measures for endangered species. d. Integrating U.S. Forest Service, state, city, county and regional parks and recreation areas into the trails system. e. Recognize the relationship between regional growth and the need for providing for recreation trails. -3- . . o 0 B. Time Table The master plan project will be accomplished under the following tentative time table. Action Parties obtain approval of interagency agreement from respective legislative authorities ~ March 10, 1989 Review of draft Request for Proposals (RFP) for consultant services by SARCC February 16 - March 3, 1989 March 13, 1989 April 17, 1989 April 17 - 28, 1989 RFP available for release Proposals due by 5:00 p.m. Review of proposals submitted and interviews with qualified proposers San Bernardino County Board of supervisors and Parties approval of recommended consultant May 15, 1989 Development of master plan May 15 - Nov. 13, 1989 Submittal of draft master plan to Parties Nov. 16, 1989 Acceptance of final master plan by Parties Dec. 15, 1989 3. The Parties further agree to designate the Parks Director of San Bernardino County as the Parties representative to coordinate with the master plan consultant on a regular basis. Periodic review of the master plan document will be accomplished by transmitting drafts to all Parties, and scheduling meetings as necessary. -4- : o o ." . . .. 4. This agreement may be signed in counter part and shall become effective when signed by all Parties and shall remain in force until acceptance of the final Santa Ana River Corridor Master Plan by- all Parties. 5. The Parties agree that their approvals of this agreement shall be binding even if all Parties do not approve this agreement, provided that, at least all three (3) counties and at least four (4) cities approve this agreement no later than June 1, 1989. The Parties agree that the listing of Parties in the WHEREASES to this agreement shall be retyped to include only those Parties having approved this agreement by June 1, 1989. 6. The County of San Bernardino is hereby authorized to accept contributions from public or private sources for funding support of the Master Plan project. Further, the County of San Bernardino is authorized to add additional Parties to this agreement, provided that, no substantive portions of this agreement may be amended without unanimous approval of all Parties. 7.
