Recommended Motion:
1. That the Mayor and Common Council conduct a public hearing to hear public comments
regarding the obligation and proposed expenditure plan for the allocated Citizen's Option for
Public Safety (COPS) funding for F 07/08.
2. Adopt Resolution.

SUBJECT
Resolution of the City of San Bernardino authorizing the obligation and expenditure of the allocated
Citizens' Option for Public Safety (COPS Option) monies for FY 07/08 to supplement front-line law
enforcement support services.
BACKGROUND
AB 3229 (Brulte), the Citizens' Option for Public Safety Program (COPS Option) declared that there
was an urgent need for additional resources at the local level to fight crime and protect public safety.
The State of California has allocated $100 million to cities and counties to supplement front-line law
enforcement services. Seventy-five percent (75%) of the COPS Option funds are allocated to local
police and sheriff's departments based on the most recent January population estimates by the
Department of Finance. In FY 07/08, the Police Department's share of the $75 million is $394,215.
This amount is $1,393 more than the $392,822 allocated in FY 06/07.
In FY 2006/07, the COPS Option allocation was used to partially cover the salary and benefits of four
(4)police officer positions funded by this grant plus additional Patrol overtime.
The Chief of Police has prepared the FY 07/08 COPS Option Expenditure Plan (Attachment "A")
outlining his recommendations for expending the allocated COPS Option grant funding. FY 07/08
grant funding will be used to fund approximately 90.2% of the salary and benefits for four (4) police
officer positions (existing & filled) with the remaining 9.8% or $42,868 derived from the General Fund
(Account#001-213-50xx).
Councilwoman Wendy McCammack, Chairperson for the Grants Committee, recommended that the
Request for Council Action for the COPS Option Grant to be submitted directly to the full Council.
FINANCIAL IMPACT
The following matrix outlines the expenditures, amounts and funding sources for the FY 2007/08
COPS Option expenditures proposed by the Chief of Police. The General Fund expenditures are
budgeted in the City's adopted budget for FY 2007/08.

5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
6 CITY OF SAN BERNARDINO AS FOLLOWS:
7 SECTION 1. The Mayor and Common Council of the City of San Bernardino
8 hereby authorize the obligation and expenditure of the allocated Citizens' Option for Public Safety
9 monies in the amount of $394,215. All expenditures will be used to supplement front-line law
10
11 enforcement services as defined in AB3229 as outlined in the COPS Option attached expenditure
12 plan submitted by the Chief of Police (Exhibit "A").

FY 2007/08 COPS Option Grant
Expenditure Plan Narrative
In FY 2007/08, the COPS Option Grant will provide a total of$394,215 to supplement front-line
law enforcement support services. COPS Option funding will be utilized for the following
expenditures.
COPS Universal Grant Retention Officers
5394,215 in COP Option funding will provide approximately 90.2% of the funding of the
salaries and benefits for the four police officer positions added to the Police Department's Table
of Organization as a requirement of the Revised Retention Plan for the COPS Universal Hiring
Grant. The remaining funding of$42,868 for the four police officer positions is budgeted in the
City's adopted General Fund budget for FY 2007/08.
