Description: Storm Drain Construction Fund Finance: Council Notes: c ,,}s J07 Agenda Item No. /4 c c c CITY OF SAN BERNARDINO REQUEST FOR COUNCIL ACTION STAFF REPORT Subject: Resolution awarding a contract to Grand Pacific Contractors, Inc. for Drainage Improvements in Meridian Avenue, from Birch Street to Poplar Street (SDOS-03), per Project Plan No. 12191. Background: This project involves the installation of two drains on the east side of Meridian Avenue, one located south of Birch Street and one located north of Poplar Street, across from Kelley Elementary School. This area has historically had drainage problems and previous improvements were installed to carry minor nuisance water. During and after medium to large rainstorms, the current system fails to relieve ponding in an efficient manner. This project will help keep the road free of ponding so that vehicular and pedestrian traffic on Meridian Avenue will move smoothly during and after medium to large rainstorms. The County and City of Colton are in the process of enlarging the Randall Basin, which will allow construction of the ultimate storm drain needed for this area. The proposed Maxwell Drainage System improvements are intended to be an interim measure to address the ponding problem. This project consists of the following: I. 2. 3. Removal of pavement, curb, gutters, and catchbasins. Construct Maxwell Drainage System, curbs, gutters, cross drains and catchbasins. Restore all disturbed roadway improvements. The plans and specifications for this project were completed and the project was opened to public bidding on September 11,2007. The project was advertised locally in the San Bernardino County Sun Newspaper, F. W. Dodge, Construction Bid Board, High Desert Plan Room, San Diego Daily Transcript, Sub-Hub Online Plan Room, Reed Construction Data, Bid America Online, Construction Bid Source, Bid Ocean, the City's web sites, and with the San Bernardino Area Chamber of Commerce. RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AWARDING A CONTRACT TO GRAND PACIFIC CONTRACTORS, INC. FOR DRAINAGE IMPROVEMENTS IN MERIDIAN AVENUE, BIRCH STREET TO POPLAR STREET (SDOS-03), PER PROJECT PLAN NO. 12191. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. Grand Pacific Contractors, Inc. 11405 Geyser Drive, Mira Lorna, CA 91752, is the lowest responsible bidder for Drainage Improvements in Meridian Ave, Birch Street to Poplar Street (SD05-03), per Project Plan No. 1219 I. A contract is awarded accordingly to said bidder in a total amount of $69,368.00, with a contingency amount of $10,750.00, but such award shall be effective only upon being fully executed by both parties. All other bids, therefore, are hereby rejected. The City Manager is hereby authorized and directed to execute said contract on behalf of the City; a copy of the contract is on file in the office of the City Clerk and incorporated herein by reference as fully as though set forth at length. SECTION 2. This contract and any amendment or modifications thereto shall not take effect or become operative until fully signed and executed by the parties and no party shall be obligated hereunder until the time of such full execution. No oral agreements, amendments, modifications or waivers are intended or authorized and shall not be implied from any act or course of conduct of any party. SECTION 3. This resolution is rescinded if the parties to the contract fail to execute it within sixty (60) days of passage of the resolution.
