Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the
purchase of 17 Motorola XTS 2500 portable radios from Motorola, Inc.

In 2007, the Mayor and Common Council authorized a series of purchases for Motorola XTS
2500 radios. These radios were replacements for obsolete Motorola STX 821 radios in the
Police Department's inventory.
The Motorola XTS 2500 portable radio is the standard 800 MHz radios used by the PD. The
City of San Bernardino owns a proprietary Motorola SmartNet radio backbone. This proprietary
system only supports Motorola brand radios. Other alternative radios.will not function on our
radio infrastructure. It is recommended that the City Council approve a sole source purchase for
these proprietary radios under San Bernardino Municipal Code Section 3.04.010.B.3 (Purchases
approved by the Mayor and Common Council).
It is requested that an additional 17 Motorola XTS 2500 portable radios be purchased using
Measure Z funding to equip police officers hired to fill new positions authorized in the
Combined Hiring Plan to Enhance Police Staffing and funded in the Measure Z budget.
Financial ImDact
$53,000 for this purchase has been budgeted in Measure Z (Account #001-223-5703) in the
amount of $52,995.05.
Recommendation

BERNARDINO AUTHORIZING THE PURCHASE OF 17 MOTOROLA XTS 2500
PORTABLE RADIOS FROM MOTOROLA. INe.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
WHEREAS, Motorola, Inc. is a sole source provider of 800 MHz radios supported by
the City's radio infrastructure;
SECTION 1. That the Mayor and Common Council authorize the Director of Finance
or his/her designee to issue a purchase order for $52,995.05 to Motorola, Inc. for the purchase
of 17 Motorola XTS 2500 portable radios, Motorola quote "S B Quote XTS2500 7-30- 2007
VERI (17)". The Purchase Order shall reference the number of this resolution and shall read
"17 Motorola XTS 2500 portable radios. Motorola quote "S B Quote XTS2500 7-30- 2007
VERI (17)". Not to exceed $ $52,995.05."
16 SECTION 2. That the Mayor and Common Council authorize an exemption from the
17 regular bid process in accordance with Section 3.04.01O.B.3 of the San Bernardino Municipal
