Subject:
Set Public Hearing for Adoption of Master Facilities Plan Regional Circulation System Update
to adjust the Regional Traffic Systems Fee and Amendment to Resolution No. 2006-97.
Background:
Pursuant to Government Code Section 66016 et seq., a public hearing must be held prior to
considering the levying of development impact fees. The Congestion Management Program for
San Bernardino County and provisions of Measure I require that cities adopt and annually update
a development impact fee program for the regional circulation system. Revenue & Cost
Specialists, LLC has been retained by the City to assist with preparing an update to the Master
Facilities Plan to reflect the escalation in costs in accordance with the rates established by
SANBAG. In addition to cost escalation, the Master Facilities Plan was updated to include
certain regional improvements that were identified by Traffic Impact Analyses for various new
development projects. On October 15, 2007, staff will be requesting that the Mayor and
Common Council adopt the updated Master Facilities Plan and set the new amounts of the
Regional Circulation System Development Impact Fees. The Development Services Department
has the updated Master Facilities Plan available for public review.
