OTY OF SAN BERNARI)INO - REQUEST FOR COUNOL ACfION STAFF REPORT SUBJECT Resolution of the City of San Bernardino ratifying the Police Department's submittal of the FY 2007 Law Enforcement Terrorism Prevention Program (LETPP) grant application to the County Office of Emergency Services. BACKGROUND On August 6, 2007, the Mayor and Common Council approved Resolution #2007-327 ratifying the submittal of a FY 2007 Homeland Security Grant application by the Police Department to the County Office of Emergency Services. In the first phase of the Homeland Security Grant process, law enforcement agencies submitted regional projects to enhance homeland security and committed ten-percent (10%) of the per capita allocation received in FY 2006/07 for homeland security training. For a regional project, the Police Department proposed to design and construct a CBRNE (chemical, biological, radioactive, nuclear, and explosive) first response and rescue vehicle that would be pre-positioned at the San Bernardino International Airport to respond to terrorist incidents. Additionally, the Police Department earmarked $14,600 in FY 2007 Homeland Security Grant funding to provide additional homeland security training for managers, supervisors, and line personnel. In early August 2007 the County Approval Authority met to review the regional proposals and to determine each agency's per capita allocation for various FY 2007/08 Homeland Security grants for individual projects. In FY 2007/08, the Police Department will receive $106,078 in Law Enforcement Terrorism Preveniion Program (LETPP) funds for individual projects. There is no grant cash match requirement. The proposed project and the supporting expenditure plan were submitted electronically to the County Office of Emergency Services on August 20, 2007 to meet the application submission deadline. The Police Department is proposing to use the FY 2007/08 LETPP funds to replace the obsolete camera surveillance system covering the interior/exterior of the central police facility. The central police facility was dedicated in October 1995 and was constructed with security measures that predate most recent terrorist incidents faced by America. Some of these security measures are obsolete and are in need of replacement. In particular, the building is equipped with a basic camera surveillance system consisting of fixed and moveable analog cameras, with monitoring capabilities in Police Dispatch and the Watch Commander's Office. The system has no recording capability and performs poorly at night. The Police Department will purchase a replacement camera-based security surveillance system for the central police facility. Cameras will be capable of operating in standard, low light and infrared modes, as needed, and wiiI allow persons monitoring the system to manually move, lock, and pan in/out to enhance viewing. The system will be designed to continuously record pre-designated locations as well as have the capability to manually select other locations to be . . . recorded. Digital images will be stored on a computer server purchased as part of the system to allow for easy review, retrieval, and long-term storage of selected data. The system will be designed for expansion to allow for other police locations to be monitored, such as the San Bernardino Police Pistol Range and Community Services Offices located throughout the city. The Chairperson of the Grants Committee recommended that this item be sent directly to the full Council for approval. FINANCIAL IMPACT There will be no impact on the City's General Fund. The Police Department will be using $106,078 in FY 2007 LETPP funds to purchase the replacement camera-based security system for the central police facility. SECTION 1: That the Mayor and Common Council of the City of San Bernardino hereby ratify the Police Department's submittal of the FY 2007 Law Enforcement Terrorism Prevention Program grant application to the County Office of Emergency Services. SECTION 2: The Mayor and Common Council of the City of San Bernardino authorize the Police Department to administer and expend FY 2007 Law Enforcement Terrorism Prevention Program funds in the amount of $106,078 as outlined in the attached Expenditure Plans submitted by the Chief of Police. "3 li o - .. .!! -a ? e e e FY 2007 Homeland Security Grant Law Enforcement Terrorism Prevention Program Camera-based Security System Overview The City of San Bernardino is the county seat and largest city in the county of San Bernardino. Located in the east San Bernardino valley, the city is partially encircled by Highland, Redlands, Loma Linda, Grand Terrace, Colton, Rialto, and Fontana. The aggregate population of the east valley is estimated at 675,000. Two major freeways pass through the city, serving as interstate transportation nodes for travelers entering California from Arizona to the east and Nevada to the north, traveling to Los Angeles, Orange and San Diego counties. These attributes result in a high potential for terrorist incidents to occur or be planned in the city of San Bernardino, or for terrorists to pass through the city limits enroute to higher profile targets in Southern California. Since law enforcement is the most visible symbol of local government, the potential of a terrorist incident at the San Bernardino central police facility is a likely scenario the city may face. ProDosal The central police facility was dedicated in October 1995 and was constructed with security measures that predate most recent terrorist incidents faced by America. In particular, the building is equipped with a basic camera surveillance system consisting of fixed and moveable analog cameras, with monitoring capabilities in Police Dispatch and the Watch Commander's Office. The system has no recording capability, performs poorly in low light situations, and is frequently in need of repairs. The San Bernardino Police Department proposes using LETPP funding to purchase a replacement camera-based security surveillance system for the central police facility. Over the next 12 months, the Police Department will develop project specifications, purchase, and take delivery of a digital camera- based surveillance system capable of monitoring both interior and exterior settings in and around the central police facility. Cameras will be capable of operating in standard, low light and infrared modes, as needed, and will allow persons monitoring the system to manually move, lock, and pan in/out to enhance viewing. The system will be capable of continuously recording pre- designated locations as well as have the ability to manually select other locations to be recorded. Digital images will be stored on a computer server purchased as part of the system to allow for easy review, retrieval, and long-term storage of selected data. The system will be designed for expansion to allow for other police locations to be monitored, such as the San Bernardino Police Pistol Range and Community Services Offices located throughout the city.
