BACKGROUVD: The Department of Homeland Security has consolidated the administration of several grant programs within one application package. The 2007 Metropolitan Medical Response System and the 2007 Homeland Security Grant Program (also on today's agenda) aze both under this consolidation. The San Bernardino County Fire Department, Office of Emergency Services is required to administer the grants. San Bemardino County will submit all surrounding local jurisdictions budget detail worksheets to the Department of Homeland Security for approval. On August 2, 2007, the San Bemazdino County Fire Department, Office of Emergency Services notified the City of San Bemardino Fire Department of the availability of the Metropolitan Medical Response System (MMRS) funding from the Department of Homeland Security. The entire amount of 5258,145 has been subgranted to the City of San Bernardino, as the authorized MMRS City within the San Bemazdino County operational area. The City was requested to submit a budget detail worksheet (Attachment A) to the County by August 20, 2007; therefore, the worksheet has been submitted and we aze requesting ratification of the submittal. The budget detail worksheet requests funding for communication equipment, emergency medical equipment (ventilators and defibrillators), a command vehicle, pharmaceuticals, generators, and mobile data computer equipment. These equipment items were chosen based on Fire Department equipment priorities of preparing the City to fulfill the M.v1RS program mission of responding to mass casualty incidents. These items will better prepaze the city for responding to medical emergencies, providing necessazy fire safety equipment, ensuring better communications between first responders, purchasing rescue related equipment, and providing necessary first responder training. The performance period for the grant will start when the grant is awazded and will end one yeaz after the performance period begins. For the past several yeazs, the MMRS program has provided funding and support to the City of San Bemazdino to develop plans, conduct training and exercises, and acquire pharmaceuticals and equipment, in order to achieve and maintain the enhanced capability necessary to respond to a mass casualty event. The MMRS program enhances our prepazedness efforts to respond to a mass casualty event, epidemic/pandemic disease outbreak, large scale HAZMAT incident, or natural disaster. The program has provided 1 equipment and training necessazy to respond during the initial stages of an emergency when lifesaving and population protection aze most effective. On August 22, 2007, the Grants Ad Hoc Committee Chair agreed that this item could be taken directly to Council. FIVANCI_aI. IMPACT: The City of San Bernardino will receive funding in the amount of 5258,14 from the FY 2007 MMRS grant. There is no match requirement associated with this grant, as it is 100% federally funded. Payments for expenditures approved in the grant will be on a reimbursement basis. Therefore, the City will request reimbursement for expenditures through the County subsequent to expenditures. The Mayor and Common Council hereby ratify the Fire Chiefs submittal of 8 the Fiscal Year 2007 MMRS budget detail worksheet in the total amount of $258,145.
