Description: Street Maintenance Finance: Council Notes: Agenda Item NO.~ q/lJ/()1 e e e CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Subject: Authorization to establish a 4-Way Stop at the intersection of Pennsylvania Avenue and Virginia Street. Background: Development Services staff received a request from area residents to install a 4-way stop at the intersection of Pennsylvania Avenue at Virginia Street. Rio Vista Elementary School is located immediately west of this intersection. The requestors feel that installation of a 4-way stop at this intersection would enhance traffic safety especially for children on their way to and from the school. Both Pennsylvania Avenue and Virginia Street are classified as local residential streets within this area. Consequently, the request was evaluated in accordance with City's Administrative Policy for Stop Sign Installation. A petition was prepared by staff, and signed by residents in the vicinity of the intersection. Traffic Engineering section staff evaluated the request. Pursuant to the evaluation, staff has determined that this intersection meets Warrant "B" of the Administrative Policy (see attachment). This warrant is satisfied when sixty (60%) percent of the residents located within six-hundred (600) feet of the proposed stop sign, sign a petition agreeing to the installation and that at least two other criteria are met. In this case, criteria B-1, B-2, and B-5 are met. Part B-1 of the warrant is met when a school is located within six hundred (600) feet of the intersection and the intersection is on the suggested route to school. In this case, Rio Vista Elementary School is located just west of the intersection and the intersection is on the suggested route to school. Part B-2 is met when the streets leading to the intersection do not meet at right angles which is the case at this intersection. . Part B-5 is met when the intersection is abutting a park, major shopping center or other high pedestrian use facility. In this case, Anne Shirrells Park is located on the southwest comer of the intersection. Since this intersection meets Warrant "B" of the Administrative Policy for Installation of Stop Signs, staff recommends the installation of a 4-way stop at the intersection of Pennsylvania Avenue at Virginia Street. Financial Impact: The estimated cost of $1,200.00 for installing the new stop signs will come from Account No. 001- 402-5111 (Street Maintenance). Recommendation: Adopt Resolution.
