BACKGROUND: On April 26, 2007, Notices of Invitation for Bids (RFQ F-07-26) for duty, range and Multiple Enforcement Team ammunition were sent to four vendors. Additionally, the notice of invitation for bid was sent to the San Bernardino Chamber of Commerce, The SUN newspaper and advertised on the City's Web Page. Three vendors, All State Police Equipment Co., Pro Force Law Enforcement and Dooley responded with qualifying bids. The War in Iraq and an increase in the value of copper have caused a significant increase in the cost of ammunition. A second factor impacting the total cost of ammunition needed is the addition of new police officer positions, both for our own growing Police Department, as well as with other police agencies that contract to use the San Bernardino Pistol Range. In FY 2006- 2007, the Police Department's authorized strength was increased by 18 police officers, from 312 to 330. In FY 2007-2008, the authorized strength will be increased from 330 to 347. New officers are supplied ammunition for academy training (2,600 rounds each) and are required to shoot more frequently (weekly as opposed to quarterly - 90 rounds x 26 weeks of training = 77,000 rounds) than veteran officers in order to enhance weaponry familiarization and increase their proficiency. Additionally, officers are required to replace their duty ammunition as well as their issued shotgun shells every year. Officers are also required to successfully complete a firearm component annually during their assigned 40-hour training block. All of these important factors creates and necessitates additional demands for ammunition. In addition to the above duty and range qualification ammunition, the San Bernardino Police Department Special Weapons and Tactics team (SWAT) consists of a 24-officer complement and under California Peace Officers Standards and Training (POST), is considered a Level 2 SWAT team. To stay current on tactics and in compliance with new State laws, SWAT officers train as a team 200 hours annually. The majority of this training involves live fire practice at the police range. This purchase will also cover ammunition expenditures for annual state mandated training, in addition to ammunition required for mandatory POST sanctioned SWAT training for individual SWAT officers. All qualified bids were evaluated using projected caliber, quantities and costs of ammunition that the Police Department projected will be purchased in FY 2007-2008. Using these criteria, All State Police Equipment Co. provided the lowest bid for each caliber of ammunition needed for FY 2007-2008 as well as the lowest overall cost. We request an annual purchase order to All State Police Equipment Co. for the purchase of ammunition not to exceed $150,000.00 with three optional renewal years. e e e FINANCIAL IMPACT The Police Department's approved General Fund budget for FY 2007-2008 includes funding for ammunition in the following accounts. Accolint Number 001-215-5111 Account Number 001-216-5111 Account Number 001-215-5111 Total $ 900.00 $ 1,600.00 $ 118.000.00 $ 120,500.00 Any funding requirement that exceeds the amounts budgeted for ammunition in FY 2007-2008, not to exceed $150,000 in the fiscal year, will be derived from accrued savings in other Material & Operation budget accounts in the Police Departments budget. RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING ALL STATE POLICE EQUIPMENT COMPANY A PURCHASE ORDER FOR AMMUNITION IN THE AMOUNT NOT TO EXCEED 5150,000.00 WITH THREE OPTIONAL RENEWAL YEARS. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1: That the Purchasing Manager is hereby authorized and directed to issue an annual purchase order not to exceed $150,000.00 to All State Equipment Company for ammunition. SECTION 2: The annual purchase order shall reference the number of this resolution and shall incorporate the terms and conditions of the bid specifications for ammunition, which is on file with the Purchasing Department. The annual purchase order shall read "Ammunition, FY 2007-2008. Not to Exceed $150,000.00." SECTION 3: Approval for this annual purchase order and the three optional renewal years shall be contingent upon funds being approved in the City's annual budget for this expenditure.
