Synopsis of Previous Council Action
Resolution #2006-319,adopted September 5,2006, authorized an agreement with the Wackenhut
Corporation for jail staffing through June 2007 with (3) optional renewal years.
Resolution #2003-26, adopted January 27,2006, authorized an annual purchase order to The
Wackenhut Corporation with three optional renewal years.
Resolution #1999-323, authorized a contract and annual purchase order #200377 with the
Wackenhut Corporation through June 00 with three single-year renewal options.
Resolution #1999-148, adopted 6-12-99, authorized the contract and annual purchase order #99-
2249 with the Wackenhut Corporation until December 31, 1999 to allow sufficient time to re-bid
the contract for jail operations.
Resolution #98-197, adopted 7-6-98, authorized the extension of the contract and annual purchase
order with the Wackenhut Corporation for jail operations until June 30, 1999.
Resolution 995-437, adopted 12-18-95, authorized a contract purchase order to The Wackenhut
Corporation to provide jail operations for the city jail, pursuant to Bid #F096-13. The contract
was for one year with two possible one-year extensions based upon performance.

Staff Report
SUBJECT:
Resolution of the Mayor and Common Council of the City of San Bernardino authorizing an
interim purchase order and contract extension with the Wackenhut Corporation to provide jail
staffing from July 1, 2007 through August 31, 2007 in an amount not to exceed $60,400.
BACKGROUND:
The Wackenhut Corporation has provided jail staff in the Police detention center for 10 years.
The FY 2006-07 contract with Wackenhut expired June 30, 2007.
The City of San Bernardino issued RFQ F07-049 on June 26, 2007 for jail staffing services in the
Police detention center. On July 31, 2007, bids were unsealed and reviewed. The Wackenhut
Corporation did not submit a bid. Paramount Protective Services of Los Angeles, California was
selected as the new contract vendor for jail staffing. The contract and staffing with Paramount
Protection Services will commence September 1, 2007.
The Police Department budget includes $362,200 for jail services ($30,183 per month). The
Police Department requests an interim purchase order and contract extension with The
Wackenhut Corporation to provide jail staff from July 1, 2007 through August 31, 2007 in an
amount not to exceed $60,400.
FINANCIAL IMPACT:
The Police Departments adopted FY 2007-08 budget includes $362,200 for contractual jail
services in account 001-228-5505.
RECOMMENDATION:
Adopt Resolution.

6 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:

8 SECTION 1: That the Director of Finance is hereby authorized and directed, on behalf
9 of the City of San Bernardino Police Department, to issue an interim purchase order to the
10
Wackenhut Corporation to provide jail staffing services from July 1, 2007 through August 31,
11
2007 in an amount not to exceed $60,400. The contract, which expired June 30, 2007, will be
12
13 extended through August 31, 2007. The terms of the current contract are hereby incorporated
14 into this purchase order by reference as though set forth in full.
15 SECTION 2: The authorization to execute the above referenced purchase order is
16 rescinded if it is not issued within sixty(60) days of the passage of this resolution.
