Smith was born in Sacramento. Six months later, he moved to San Bernardino where he grew up. He attended Riley and Marshall elementary schools, Arrowview Junior High and San Bernardino High School, where he graduated in 1961. He then attended San Bernardino Valley College before serving four years in the United States Air Force. After completing his tour of duty, he enrolled at California State Polytechnic University, Pomona, graduating with a bachelor of science degree in finance in 1969. He was immediately hired by Dean Witter as an investment broker and served in this capacity with various inland empire investment firms before retiring in 2000. He currently is a substitute teacher for the Redlands Unified School District. He has been a member of Arrowhead Parlor 110 of the Native Sons of the Golden West since January 1970, and has served as its fmancial secretary every year (except for one) since 1981, folio \\ling in the footsteps of his father, E. Oliver Smith, who was financial secretary for28 years. He has served in many capacities for the Native Sons, starting in 1973 when Grand President Raymond Johnson appointed him supervising district deputy grand president. The district achieved a membership gain annually during his three-year tenure. He was elected grand trustee in 1975, grand 3rd vice president in 1977, and was installed as grand president in 1980. He again showed a membership gain during his year, which culminated with the 104th Grand Parlor in San Diego. He has held several statewide committee chairmanships in the Native Sons, most recently serving as state chairman of the Historical Landmarks Committee in 2006-07. Jim is a past governor of Assembly 14 of the Native Sons Past President's Association, and currently is its financial secretary. He represents Arrowhead Parlor at the Highland and San Bernardino chambers of commerce, and has served as President of the Mountain Sunrise Rotary Club in Lake Arrowhead. He was recently elected treasurer of San Bernardino Elks Lodge 836, where he has served as Flag Day chairman for more than 25 years. He is the junior warden and a lay reader at St. Francis Episcopal Church in San Bernardino. Jim also enjoys paying attention to San Bernardino's politics.
