Recommended Motion:
1. Authorize the Director of Finance to amend the FY 2000-2001 Budget and increase Liability Fund
expenditure number 629-453-5502 (professional contractual) by $42,500 (rounded) in order to pay for
property damage to the C.LD. and correspondingly increase Liability Fund revenue number 629-000-
4924 by $42,500 to reflect the payment received from the City's property insurance carrier for damage
to the C.LD.
2. Authorize payment to ACR Services in the amount of $52,542.41 for repairs to damage to the C.LD.
building.

Budget Amendment to appropriate funds received from the City's property insurance company to
pay for water datnages at the Center for Individuals Development (C.I.D.)
BACKGROUND
The Center for Individual Development is located at 8088 Palm Lane. This faci1ity provides
recreational and development services for individuals with disabilities, and is a joint operation
between the City and the County of San Bernardino. The City is responsible for providing insurance
to this site under the terms of the Joint Powers Agreement.
On August 2, 2000, at approximately 5:00 PM, a rubber water hose that was an integral part of the
air conditioning system broke. Staff responded to the emergency and was able to shut off the water
in approximately 25 minutes. During that time, water flooded into the building and reached a depth
of approximately 2 inches throughout. Staff WOlXed into the evening removing the standing water
and securing the leak. Due to the severe nature of the water datnage, ACR Services, a water datnage
restoration contractor, was called and water extraction was started. Lexington Insurance, the City's
property insurance carrier for this building, was notified and a Claims Adjuster was sent to the site.
Lexington Insurance acknowledged the claim and agreed to the estimates submitted by ACR
Services of Redlands to repair the building. The repairs were finalized on December 8, 2000. The
total cost for repairs was $52,542.41.
FINANCIAL IMPACT
The City Of San Bernardino was paid by Lexington Insurance on Februaty 14, 2001 in the amount
of $42,542.41. The check was deposited into the Liability Fund, revenue account number 629-000-
4924-damage claim recovery. This amount covers the claim less the $10,000 deductible. The
$10,000 deductible will be covered by existing appropriated funds in account number 629-453-5502
(professional contractual). A budget amendment increasing both revenues and expenditures equally
(as outlined below) is necessary to appropriate the funds received from the insurance company.

RECOMMENDATION
1. Authorize the Director of Finance to amend the FY 2000-2001 Adopted Budget and
increase Liability Fund expenditure number 629-453-5502 (professional contractual) by
$42,500 in order to pay for property damage to the C.LD. and correspondingly increase
Liability Fund revenue number 629-000-4924 by $42,500 to reflect the payment received
from the City's property insurance carrier for damage to the C.LD.
2. Authorize payment to ACR Services in the amount of $52,542.41 for repairs to damage
to the C.LD. building.
