No.) (A"d n",.."rirtinn) Finance: Council Notes: Agenda Item No. -3 5/1}01 CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Subject: Request for fee waiver - Hot Rod Magazine Power Tour - May 11, 12,2001 San Bernardino Convention and Visitors Bureau Background: On June 1, 2000, the San Bernardino Convention and Visitors Bureau brought the Hot Rod Magazine Power Tour car cruise event to downtown San Bernardino for the first time. San Bernardino was chosen as the "kick off' location for the event which culminated in a 10 day trek across the southern half ofthe U.S. and ended in Panama City Beach, FL. The event was a tremendous success, with over 1,000 participants and 15,000 visitors. A recap of last year's event with respect to its economic impact is attached for your review. Due to its success, the event has been extended from one to two days this year and will be held on May 11, 12, 2001 . This year, San Bernardino was chosen for the finale of the event. It will begin in Detroit, MI on May 3 and travel across Route 66 ending in downtown San Bernardino. Attached for your information is material on the Tour itself released by the San Bernardino Convention and Visitors Bureau. This year, the Police Department has indicated the cost of manpower and equipment for the two-day event to be $24,681. Last year, the one-day event was held on a weekday and was covered by on-duty personnel. Therefore, there were no overtime costs. This year, however, the second day falls on a Saturday and necessitates the expenditure of Police Department overtime funds in the amount of $15,576. For this reason, the CVB is requesting that the Mayor and Council approve the waiver of that portion of the total cost which is $15,576. Financial Impact: If the waiver of fees is approved, the $15,576 cost for the event will be absorbed in the Police Department's FYOO/01 budget. Recommendation: That the waiver of Police Department fees in the amount of $15,576 for personnel and equipment in support of the 2001 Hot Rod Magazine Power Tour, be approved. On behalf of the SBCVB, I would like to request a waiver of fees for services rendered to host this event. The CVB has spent thousands of dollars and hundreds of hours to lure this tour to San Bernardino and ensure its success. The exposure in national publications and regional radio stations touts San Bernardino as "The Home of the Route 66 Rendezvous'. As a result of our partnership, we are able to fill hotel rooms, create an impact estimated at over $1 million and gain tremendous positive image enhancement for San Bernardino. Jamerson (909) 889-3980 November 13, 2000 HOT ROD POWER TOUR RETURNING TO SAN BERNARDINO San Bernardino, CA -- The representatives from EMAP-USA Automotive Events announced that the 2001 Hot Rod Magazine Power Tour would be returning to San Bernardino. Gary Case, Director of Events with Hot Rod Magazine, announced the dates for the 7th Annual event to members of the automotive industry during a press conference at the Specialty Equipment Manufacturers Association (SEMA) show held October 31 through November 3 in Las Vegas. The 2001 Hot Rod Magazine Power Tour will begin in Detroit, MI on May 3 and travel across Route 66 ending in downtown San Bernardino, CA on May 11-12 for a two-day celebration. "We received tons of good feedback (about San Bernardino) from the participants of the last Power Tour, and we were treated so well we just had to come back," said Fred Iberri, Public Relations Manager for EMAP-USA Automotive Events. San Bernardino hosted the Hot Rod Magazine Power Tour kick-off celebration last June beginning their ten day trek across the southern half of the United States ending in Panama City Beach, Florida. The kick-off event was the largest in the Power Tour history drawing more than 1,000 vehicles and an estimated 15,000 people to downtown San Bernardino. Local car enthusiasts not only had the opportunity to see some of the hottest cars and network with some of the biggest names in the hot rod industry, but they were also entertained with a free concert by two-time TNN/Music City News Entertainer of the Year, Neal McCoy. Six years later, the Hot Rod Power Tour has evolved into the Rolls Royce of car cruises. The event kicked-off in San Bernardino in 1999 at Glen Helen Regional Park and then was brought to downtown in the year 2000 by the San Bernardino Convention & Visitors Bureau to generate overnight stays and thereby creating a positive economic impact and enhancing the image of San Bernardino. ~ In attendance at the Wednesday night media reception was Peter Fonda best known for his role in the movie "Easy Rider" ~ Media coverage included local and regional television, radio, newspapers, magazines, and website access ~ Other publicity included posters, flyers, and box top pizza advertising ~ 1,200 vehicles were pre-registered for the Power Tour ~ S.B. Police estimated the crowd for the 1-day to be approximately 15,000 ~ Free concert sponsored by Flowmaster (Hot Rod Power Tour Sponsor) featured Country Superstar Neal McCoy ~ Activities kicked off with Councilwoman Belty Anderson presenting a proclamation and Mayor Judith Valles welcoming Hot Rod Magazine Power Tour and presented them with a "Key To The City" ~ KOLA 99.9 FM Radio did.a live remote onsite with games and prizes ~ Over 20 nationally recognized sponsors participated as vendors and lined the downtown streets ~ Approximately 21 volunteers participated ~ A local car club, "Over The Hill Gang", participated at vehicle registration ~ 400 vehicles completed the long haul to Panama City Beach, Florida on June 9th. I I I I I I I I I I POWERTOUREXECU~SUMMARY JUNE, 2000 PAGE 2 Research Methods - Two surveys were conducted during the Power Tour to determine the economic impact of the Tour on the city of San Bernardino. One was designed to gather information from the Power Tour participants (n=175), and the other was designed to gather information from the Power Tour visitors (n=190). Visitor Survey Freauency Analysis o Roughly 2/3 (68.4%) were male o Most visitors attended with one another (41.7%) o Hot Rod Magazine (23.7%) and newspapers (28.4%) were the major sources f hearing about the Power Tour o About 2/3 (77.0%) attended primarily to see the cars o Approximately Yo (27.7%) planned to be at the Power Tour for two hours or more, while 26.1 % planned to be at the Power Tour for 4 to 5 hours. o Ninety percent (89.6%) spent under $30 for food o The large majority (80.9%) spent under $30 for gas o Three-fourths spent under $30 for souvenirs o Nearly 90% (88.4%) spent a total of under $50 while at the Power Tour o When rating the vendors, 83.2% were satisfied or highly satisfied. Few, 5.2%, were negative o Parking was rated as positive by 84.8% of respondents o Security was rated as positive by 87.3% with 69.3% very satisfied o Overall, visitors were very positive toward the event with 72.6% very satisfied and 93.6% positive. Only 3.7% were negative o A very large percentage (92.6%) stated they would return next year o The age categories were widely spread, with 28.9"10 under 34, 36.3% between 35 and 49, and 28.9"10 between 50 and 65. o Two-thirds of visitors were Caucasian, and 20.0% were Hispanic o Income was also widely distributed with 35.0% having an annual household income under $40,000, 31.7% between $40,000 and $60,000, and 33.3% earning $60,000 or more 1.1 . . 11 . . . . . POWER TOUR EXECUTIVE SUMMARY JUNE, 2000 PAGE 3 Participants Survey Freauency Analysis o As might be expected, 87.0% of participants were male o Over 'h (51.1 %) attended the Power Tour with one other person o Sixty percent (60.9%) stayed in a hotel o Over 2/3 of participants (65.5%) spent one or two nights in an area hotel with 27.0 % staying two nights. Interestingly, 10.1 % stayed three or more nights in a local hotel o Three-quarters (75.5%) of participants spent less than $50 on food while Attending the Power Tour. However, 10.5% spent between $100 and and $200 on food in San Bernardino. o The majority of participants spent between $20 and $39 on gas while in San Bernardino and 24.4% spent $40 or more on gas locally o A large percentage of participants (80.4%) spent $20 or more on local souvenirs. Nearly half of participants spent over $40 (45.1%). o Although many participants spent multiple nights in local hotels, 63.3% spent under $100 on lodging. Fourteen point four percent spent over $200 for local lodging o Over 'h of participants (56.1%) spent under $100 in total while attending the Power Tour. About Yo (24.4%) spent between $100 and $200, and 19.4% spent over $300 in San Bernardino while attending the Power Tour o A very large majority of attendees rated the vendors positively (85.8%) with those choosing "very satisfied" amounting to 62.5% o Parking was rated a bit higher than the vendors at 90.3 % positive and 71. 4% "very satisfied" o Security received an even higher positive rating at 91.5% with 71.2% stating they were "very satisfied" with the security o When rating the Power Tour location in San Bernardino, participants gave the location a 94.3% positive rating with 72.0% "very satisfied" o Participants reported by very positive about the overall rating of the Power Tour in San Bernardino (96.6%). Over 2/3 (67.8%) reported being "very satisfied" with their overall experience with the San Bernardino Power Tour o An astounding 90.9% of participants stated they would return to the Power Tour in San Bernardino next year. 77.8% were "very likely" to return o Over % (77.9%) of the participants are between 35 and 65 years ofage and 45.5% are between 35 and 49 years old o The ethnic breakdown is interesting in that 83.1 % of the participants are Caucasian and only 10.2% are Hispanic o Participants reported an annual household income higher than the national figures with over 'h (59.7%) earning $60,000 or more.
