CITY OF SAN BERNARDINO -REQUEST FOR COUNCIL ACTION STAFF REPORT ~UBJECT: The addition of a Building Inspector I position in the Development Services Department. BACKGROUND: The Development Services Department, in conjunction with the Fire Department, has developed a draft Workplan for the Mobilehome Park Inspection Program, which focuses on increased monitoring and enforcement efforts within the 42 parks in the City. As part of this program, the frequency of inspections will be increased from the minimum of once every 7 years (as mandated by Health & Safety Code Section 18400.1) to once every 1-3 years dependent upon the conditions within each parle Those mobile home parks having the most severe life and health safety hazards would receive annual inspections to ensure that they are maintained to the minimum standards. In order to implement this program staff is recommending the addition of one (1) Building Inspector I position. Currently, the department has four (4) Building Inspector positions. One Building Inspector II spends about om~.third of his time on the Mobilehome Inspection Program. The specific responsibilities for that pOSition include, inspections related to EDA's Mobilehome Grant Program, (reactive) code enforcement, and building inspections within mobilehome parks. The increased frequency and level of inspections will require the addition of one full.time inspector to achieve the desired increase in the frequency of inspections. In additional to adding a Building Inspector I position the program will require clerical support and the department will include a part-time clerical position in its 2001-02 proposed budget. ~J(IAL IMPACT; Staff proposes hiring a Building Inspector I for the remainder of the current fiscal year. The cost for this expanded program is summarized below. Building Inspector I: Range 1374, $2,867.. $3.485/month 2.5 months (salary @ step 2 + benefits) = $9,406 FYOO-01 Cost: The implementation of the Classification and Compensation will increase the salary for the Building Inspector I by 7.5% (Range 1389, $3,090 - $3,755). The annual cost (salary and benefits) at the new range will be approximately $51,090. Currently, 15 of 89 positions are vacant in the Department of Development Services. The salary savings are more than sufficient to cover the cost for the balance of this fiscal year without significantly affecting the mid-year projected savings.
