The recommended increase is based on the findings of the Classification and Compensation Study that was recently received and filed by the Mayor and Common CounciL BACKGROUND The Development Services Department currently has fifteen (IS) vacancies out of 89 positions. These vacancies include the key position of Senior Plan Checker. The Department, in conjunction with the Human Resources Department and Civil Services, has recently completed its second recruitment effort for the position without success. The position has been vacant since November of 2000. This position provides journey level support in the City's planning process and the inability to fill this vacancy has impacted the department's ability to process plans expeditiously. In addition, the cost of multiple recruitments during this fiscal year has also impacted the recruitment budget. Without the increase in saIary for this position, it is unlikely that a third attempt to recruitment will be any more successful than the previous two attempts. In an effort to improve the City's ability to attract and retain high quality employees and is recommended that the salary increase suggested below be adopted as a means of attracting a better pool of candidates. The recent classification and compensation study recommended that the position should be compensated as follows: Current Range Recommended Range Senior Plans Checker: 2443 - $4,044 to $4,916 2457 - $4,337- $5,272 The study also recommended a title change to Senior Plans Examiner, however it is recommended that the title change be delayed until it can be formally adopted by the Civil Service Board. This change reflects a 7% increase in salary and should result in more interest in the position and a stronger applicant pool. The proposed increase would not effect any other current employees given that there is no incumbent Senior Plan Checker staff. Atiohnny/StatlReportpers.dot FINANCIAL IMPACT It is anticipated that the vacant position will be filled on or about June 1, 200 1. The increased cost for the remainder of the FY2000-01 will be minimal and will be absorbed through the salary savings generated from this vacancy. The cost for the FY 2001-02 will be approximately $4,500 and will be absorbed in the department's FY 2001-02 budget. RECOMMENDATIONS 1. Increase the salary for the Senior Plan Checker from Range 2443 - $4,044 to $4,916/mo to Range2457 - $4,337- $5,2721mo. 2. Direct the Human Resources Department to update Resolution 6413, Section Eleven, to reflect this particular action. MINIMU~ aUALIFICATION~ Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: " Page 1 of3 ~------- Education Equivalent to a Bachelor's degree from an accredited college or university with major work in civil, structural, architectural or fire protection engineering. ExDerience Two (2) years of professional experience in civil, structural, architectural or fire protection engineering depending on assignment. Q[ Registration as an engineer or architect. Certification as an ICBO (International Conference of Building Officials) Plan checker is required within one (1) year of employment. A valid Class "c" California Driver's License must be obtained within (10) days of . appointment (CA Vehicle Code 12405c). GENERAl QUALIFICATION~ KnowIedae of: Basic English usage, spelling, grammar and punctuation; Intermediate to advanca mathematics; Blueprint reading; Basic engineering concepts relating to structural integrity; Building construction methods and materials applicable to structural, plumbing, air conditioning and electrical work; Applicable building codes, state standards and laws regulating building construction; Computer terminal operating methods; Basic public relations and problem solving skills. Ability to: Meet the general public with appropriate cotXtesy and tact; Communicate effectively both orally and in writing; Prepare clear and concise reports and correspondence; Make structural calculations necessary to determine the adherence of structural plans to code requirements; Read, understand and interpret complex building plans and specifications; Read, understand and apply building codes, local and state ordinances, laws and other complex written materials related to building construction; Understand and carry out oral and written instructions; Establish and maintain effective relationships with those contacted in the course of work. The class of Senior Plan Checker is a professional level in the plan checking series. Supervision is received from the Development and Inspections Services Manager. Supervision is exercised over plan checkers and personnel assigned to the Development and Inspection Services Division.
