STAFF REPORT
SUBJECT
A resolution authorizing the execution of purchase orders to various automobile vendors for the purchase
of replacement vehicles for various Departments; and to reject all bids for Bid #F -0 1-48A Item #009,
BACKGROUND
In 1999, the City hired DMG Maximus conduct a Fleet Operational Efficiency Study that was submitted to
the City in September 2000. One of the recommendations from this study is that the City develops a long-
range vehicle replacement plan with an appropriate funding mechanism. As part of an on-going process of
replacing worn out and higher maintenance cost City vehicles, the Fleet Division reviewed the entire
inventory of 700+ vehicles and equipment, identifying light duty vehicles that were at least seven (7) years
old, that had at least 100,000 miles, or were known to have major mechanical problems that necessitated
replacement. The cost to maintain a vehicle increases with age, use and mileage. The vehicles to be
replaced, as listed below, have either surpassed their economical life and become an economic burden to
maintain, or are new units to support a new position at each department.

Staff prepared specifications in conjunction with each of the user departments in order to ensure purchase
of vehicles that will meet the needs of the users. Notices inviting bids for various replacement vehicles, Bid
F-01-48A, were sent to seventy-two (72) vendors, the San Bernardino City Chamber of Commerce and
advertised in The Sun Newspaper and on the City Web Page. Bids from seven (7) vendors were received.
The City permits a 1 % local vendor preference for the purpose of comparing bid prices. The cost and
technical specifications of all bids were reviewed and the low bids submitted by the recommended vendors
were found to be acceptable and met or exceeded all items called for in the specification. The final bid
prices reflect adjustments to include any options identified by the City.

RECOMMENDATION: Fairview Ford, San Bernardino
JUSTIFICATION: In order that this vehicle be included in the same build out dates, vehicle model, and
make with the rest of the vehicles on this staff report, it is recommended that the City include the purchase
of this vehicle with the rest of the items. Fairview Ford is a local vendor and lowest bidder that meets
specification.

an additional amount of $1,263 to add in ABS brake that cost $421 per vehicle on top of its bid of

specification. The final bid prices reflect adjustments to include any options identified by the City.
FINANCIAL IMPACT
Funds for this purchase are contained in the Public Services Fleet Fiscal Year 2000/2001 Motor Vehicle
Fund, Account No. 635-341-5701. $688,500 was included in this year's Fleet budget for the purchase of
vehicles. Additionally, $860,300 was carried over from the previous fiscal year for a total of $1,548,800,
available for vehicle purchases. The Vehicle Replacement fund accrues funds as departments contribute
annually in anticipation of purchasing replacement vehicles as needed.
