Synopsis of Previous Council Action:
January 8, 2001 - Council continued dog park item to the meeting of January 22, 2001.
January 22, 2001 - Resolution No. 2001-25 adopted establishing a designated off-leash dog park
at Wildwood Park
January 22, 2001 - Ordinance amending the San Bernardino Municipal Code regarding
designated off-leash areas for dogs in public parks was laid over for final adoption.
Recommended motion:
That the Director of Finance be authorized to amend the FY 2000-2001 Park Construction
Budget and transfer $16,000 from Account No. 243-363-5505-1944 (AI Guhin Park
Development) and $6,400 from Account No. 243-363-5504-1941 (Citywide Park Furnishings)
for construction costs for the off-leash dog park at Wildwood Park.

Staff Report
Subiect:
Authorization to transfer $22,400 in Park Construction Funds to cover construction costs for an
off-leash dog park at Wildwood Park.
Backl!:round:
The construction of the off-leash Dog Park at Wildwood Park was discussed by Council at its
January 22, 2001 meeting. At that time, the exact specifications for the fencing were not
established. Due to the fact that there were concerns about liability, the Council directed staff to
develop the fence specifications prior to requesting the transfer of funds.
The Dog Park Design Committee conducted three meetings to establish the details of the Dog
Park. The committee consists of Park and Recreation Commissioners Felix D'Amico, Richard
Messer and Mark Westwood, Sue Dawson, Animal Control Commissioner, Jon Cicirelli, Animal
Control Director, and Gus Prestridge, citizen.
The committee made the following determinations:
1. Layout and Location
The Dog Park should be at least two full acres. The attachment illustrates the expanded
layout to meet the desired acreage.
2. Fence Specifications
.:. Perimeter fencing will be 5 feet in height.
.:. The interior fencing separating the two main use areas will be 4 feet in height.
.:. The interior fencing separating the small dog area from the large dog area will be 5 feet
in height.
.:. The fence will be constructed with top and bottom rail with posts at 10- foot intervals.
.:. Terminal posts will be 2 3/8" OD (outside diameter), intermediate posts will be 1 7/8",
and railing will be I 5/8".
.:. Posts and rails will be schedule 40; chain link fabric will be 9 gauge, knuckled at both
ends.
.:. Entry gates will be 36" wide and self-closing in order to accommodate wheelchairs.
3. Features
The committee determined that drinking fountains would be as follows: One ADA
(Americans with Disabilities Act) compliant fountain will be located in the entry area. A dog
watering station will be located in each use area except the small dog area, where a spigot
will be provided. Locations of kiosk and rules signs were identified. Ten (10) vinyl covered
expanded metal benches will be located in the entry and the use areas.
Security lighting will be added according to standards for park security lighting. The lighting
will be funded through the Park Security Light Fund (243-363-5504-1864) at an estimated cost
of $50,000.
Preliminary estimates for the Dog Park are as follows:

The department has identified the following funding sources for construction and purchase costs.

The balance needed to complete the Dog Park, $6,350, will either come from additional
community donations or from the Parks and Recreation Department's Park Furnishings Account
(243-363-5504-1941). Once funding is approved the off-lease area is expected to take 2 to 3
months to complete. The use of the Park Furnishings Account will be determined at the time of
purchase of items listed above. Design Committee members have already initiated contacts
regarding contributions to this project. Additionally, a Boy Scout, working on the rank of Eagle
Scout, has volunteered to build the entry area and is soliciting donations for the furnishings
(concrete, Kiosk, benches) in that area.
Financial ImDact:
Total construction costs, excluding park security lighting, are estimated to be $23,350. Park
Construction funds in the amount of $16,000 from the AI Guhin Park project (243-363-5505-
1944) are available, along with $6,400 from the Park Construction fund's Citywide Parks
Furnishings Account (243-363-5504-1941. A budget amendment is necessary to transfer these
funds into the Wildwood Dog Park account. The Friends of the San Bernardino City Parks will
donate the remaining $1,000.
Recommendation:
Authorize the Director of Finance to amend the FY 2000-01 Park Construction Fund budget and
transfer $16,000 from Account No. 243-363-5504-1944 (AI Guhin Park) and $6,400 from
Account No. 243-363-5504- I 94 I (Citywide Park Furnishings) for the construction of a fence for
the Wildwood Dog Park.
