Staff Report
Subject:
Authorization to execute Change Order No. One to the contract with Architect Milford Wayne
Donaldson, FAIA, Inc., for preparing a final plan, specifications, and estimates for renovation
and retrofit of the San Bernardino Santa Fe Depot.
Backeround:
Materials testing necessary to develop a comprehensive structural strengthening design for the
Santa Fe Depot was not included in the architect's original proposal. Although Milford Wayne
Donaldson originally intended that the City contract for the material testing independently,
staff is recommending that the architect retain the original geotechnical firm, Kleinfelder, to
perform this task. Kleinfelder is familiar with the project through their involvement in the
adaptive reuse study and their subcontracting with the architect simplifies the consultant
approval process with CALTRANS since it is a normal activity in the design process. The
materials testing scope of work will include coring wall and floor slab, shear testing masonry
units, and sampling steel members at selected locations.
Financial ImDact:
Sufficient funds are available for this change order from the project contingency fund of
$106,484.00 originally authorized from Account No. 123-558-5504-7178 (Restoration of San
Bernardino Santa Fe Depot) as part of the contract award. The majority of the cost of this
project (88.53 percent) will be reimbursed through Federal/State Aid funding with the local
match covered by the disbursement previously received from SANBAG.

Recommendation:
That the Mayor and Common Council authorize execution of Change Order No. One in the
amount of $8,500.00 with Architect Milford Wayne Donaldson, FAIA, Inc. for preparing a
final plan, specifications, and estimates for renovation and retrofit of the San Bernardino Santa
Fe Depot.
