Senior Recreation Leader from $6.67 - $6.93/hour to $8.00 - $8.80/hour. . Recreation Specialistfrom $6.87 - $7.15/hourto $9.00 - $10.50/hour. . BACKGROUND At the request of the Parks, Recreation and Community Services Department, the Human Resources Department completed a salary survey of key part-time recreation classifications. The cities surveyed were those neighboring cities that the City competes with in its efforts to attract qualified applicants. Those cities are: Colton Corona Fontana Jurupa Ontario Pomona Rancho Cucamonga Redlands Rialto Riverside Upland The survey revealed that the City of San Bemardino pay rates are substantially below average. The ability to conduct a successful recruitment and retain qualified staff is becoming more difficult. In establishing the recommended salaries, the staff not only analyzed the survey data, but also considered the recent increase in the Califomia minimum wage and the wage increase scheduled for January 1, 2002, which will bring the minimum wage to $6.75/hour. Based on the findings of the salary survey and the minimum wage increases, pay increases for all affected positions are being recommended as listed below. The recommended salary increases were determined in consultation with the Parks, Recreation & Community Services staff. In addition, it is recommended that the Pool Manager position be reclassified to the positions of Pool Manager I and II. This reclassification is necessary to properly distinguish and compensate the difference in responsibilities between the Jerry Lewis Swim Center and the other City pools. In an effort to positively impact the recruitments for the summer programs, it is recommended that these salary increases be made effective June 1, 2001. Approximately 90 percent of the estimated total cost of the Parks, Recreation & Community Services Department part-time salary increases will be incurred for FY 2001-02. An increase to the bottom line of the Department budget will be necessary to reflect this increased cost. An adjustment will be made as a part of the budget process. RECOMMENDATION 1.
