Finance: Council Notes: Agenda Item No. 3~19~01 STAFF REPORT SUBJECT: San Bernardino City Fire Department is requesting authorization to accept a Department of Justice (DOJ) Domestic Prepazedness Equipment Grant Program Awazd in the amount of $39,358.93. BACKGROUND: San Bernazdino Fire Department staff has been meeting with San Bernazdino County Office of Emergency Services and the Governor's Office of Emergency Services throughout the last few months to discuss California's funding allocation from the DOJ Domestic Prepazedness Equipment Grant Program. The U.S. Department of Justice, Office of Justice Programs (OJP) is sponsoring a Terrorism Preparedness Grant Program through its' Office of State and Local Domestic Prepazedness. This new federal grant was made available from OJP to all states using federal fiscal year 1999 funds. California received $4,619,000. Of that amount, $588,000 is designated for terrorism risk and capability assessments and $4,031,000 for eligible equipment for emergency first responders. Each County Operational Area within the State has been designated to receive a share of these available funds. San Bernardino County will receive $19,664 to conduct the assessment process and $171,712 for response equipment. This is the beginning of a new OJP grant program designed to build first responder capabilities and to assist state and local governments become better prepazed for threats and incidents of domestic terrorism. This is the first of a three-yeaz grant program. This grant program is to be supported by the State's domestic terrorism prepazedness strategy, a three-year projection of statewide capabilities, gaps, needs, and goals and objectives. First yeaz funds aze to be dedicated to performing a threat, risk, and capabilities/needs assessment at the local jurisdiction level while providing funds for the acquisition of basic emergency response team equipment. From the OJP Grant funds available to San Bernazdino County, the City of San Bernazdino will receive $39,358.93 to purchase Self-Contained Breathing Appazatus (SCBA) for Fire Department first responders. This grant will allow the Fire Department to purchase twelve new SCBA's including one air cylinder with each SCBA. Four SCBA's will be placed on each brush engine for standardization. In addition to enhancing the City's capability to respond to a terrorist event, this equipment can also be utilized in response to other hazardous materials incidents. The equipment must also be made available for mutual aid to other jurisdictions within San Bernazdino County. FINANCIAL IMPACT: DOJ will reimburse the City through a standard invoicing process subsequent to equipment purchase. The estimated cost for equipment purchase is $39,358.92. There aze no matching requirements and no net impact to the City's General Fund for fiscal year 2000-2001. Sustainment funds for future equipment maintenance costs are not provided through this grant program, but will be absorbed in the Fire Department's budget. RECOMMENDATION: Adopt resolution.
