Finance: Council Notes: Agenda Item No. 319 ~01 '~ STAFF REPORT SUBJECT: San Bernazdino City Fire Department is requesting authorization to accept a Federal Emergency Management Agency (FEMA)/Environmental Systems Research Institute (ESRI) Software Grant in the amount of $100,000. BACKGROUND: In November 2000, the SBCFD submitted a grant application for the Project Impact Community Challenge Grant Program. This annual grant program is sponsored jointly by FEMA and ESRI and provides Geographic Information Systems (GIS) software and training to local communities for hazazd mitigation projects. The purpose of the grant is ~ to foster and support the use of GIS technology by communities as a tool for implementing disaster resistance, particulazly as it pertains to developing or implementing strategies for reducing damage from natural hazazds. In December 2000, the SBCFD received notification from FEMA/ESRI that it had been selected as one of four cities in the nation to receive the $100,000 grant awazd. The standard package of GIS tools includes the following: • ArcInfo 8.0 for Windows ¦ ArcView GIS 3.2 ¦ ArcView Spatial Analyst ¦ ArcView StreetMap ¦ ArcIMS ¦ One Introduction to ArcView GIS Class via ESRI's Virtual Campus ¦ Links to ArcData Online Program • Zeroing In book from ESRI Press The SBCFD, in conjunction with the Management Information Systems (MIS) Department, has determined that the GIS softwaze can be utilized in the ongoing planning and implementation of one of the City's critical hazard mitigation projects -- the Vegetation Management (i.e., Prescribed Bum) Project. The granted softwaze will allow the City to expand its' current GIS capabilities by providing hazazd prediction models, casualty and damage assessment tools, and population and infrastructure data. FINANCIAL IMPACT: This grant is awarded on a one-time basis to local jurisdictions and does not have any matching requirements. There will be no net impact to the City's General Fund for fiscal year 2000-2001. Mapping responsibilities for the City include cadastral based GIS with over 801ayers of information. The GIS is based on ESRI ArcInfo and ArcView. ? CITY OF SAN BERNARDINO, CALIFORNIA PROJECT IMPACT COMMUNITY CHALLENGE GRANT APPLICATION C. "Why my organization should be considered for the Grant" The City of San Bernazdino is exposed to various natural hazards that threaten the community including seismic faults, wildland urban interface areas, and flood hazard areas. The City is situated in the U er Santa Ana Valle in southwestern San Bernazdino Count .This azea is one PP Y Y of the most seismically active areas in the state. The City is also located in close proximity to the San Andreas, Cucamonga, and Chino-Corona segment of the Elsinore fault zones. All of these fault zones are active or potentially active. The combination of poorly consolidated sandy soil underlain by shallow ground water suggests that the major seismic hazards facing the City are ground shaking, liquefaction, and subsidence. The liquefaction threat is pazticulazly acute in the Central City and I-10/I-215 junction areas. To reduce the threat posed by these various natural hazards, the Fire Department has identified two software programs that would enhance the current capabilities of existing GIS technology. The fast program is named FireView, a user friendly interface between a geographic information system and our fire and emergency report databases. FireView enables effective analysis of GIS data, performs trend analysis, and provides meaningful, understandable reports for both internal and external use. An important goal would be to import fire and emergency response data from the City's CAD and/or Tiburon RMS systems. The second program is known as the Consequences Assessment Tool Set (CATS), which provides a comprehensive package of hazard prediction models, casualty and damage assessment tools, and population and infrastructure data for a wide range of applications. In addition to providing a powerful disaster analysis system, we believe the CATS program would enhance the implementation of the City's major redevelopment and hazard mitigation project known as "Vision 20/20." The goal of "Vision 20/20" is to make every effort to redevelop, strengthen and enhance the existing core of the City, by taking advantage of the valuable water resource and the need to address the seismic (liquefaction) problems this water creates. The E-Team and CATS softwaze programs will enhance the City's planning and implementation efforts for its two critical hazazd mitigation projects, namely Vision 20/20 and the Vegetation Management Project. With the unique hazard modeling features of both programs, the City will identify specific liquefaction hazard areas and impacted communities that may need to be re-located due to waterway development projects. The City is also currently in the process of developing prescribed burn plans for its five-yeaz Vegetation Management Program. With the addition of the E-Team and CATS software r programs, the City's Fire'Department can conduct GIS modeling for wildfire spread and perimeter location. In the event of an uncontrolled bum, the sofrwaze will allow fire managers to predict where a wildfire will be at various times. Wildfire suppression strategies and tactics can be improved, as well as the allocation of fire fighting resources to critical locations. Fire modeling using this softwaze technology also presents unique training opportunities for fire suppression personnel. J• Description of perceived benefits to be derived from the implementation of the granted software. The primary benefits from the acquisition of the referenced software programs will allow City agencies to more efficiently manage the planning and implementation process for its' two critical hazard mitigation projects. For example, utilizing ArcView GIS and ArcView Spatial Analyst, CATS would provide a wide range of georeferenced land, demographic, and infrastructure information accessed via the Internet from a number of diverse database sources. Information on schools, hospitals, telecommunications assets, roads and highways, utility infrastructure, population information, and more is accessible with CATS. This type of information will be essential in identifying communities at risk from liquefaction and wildfire hazard azeas. Furthermore, should a disaster event occur, emergency management requires response, incident mapping, establishing priorities, developing action plans, and implementing the plan to protect lives, property, and the environment. The above referenced GIS-based technology will allow City emergency managers to quickly access and visually display critical information by location. This information will facilitate the development of action plans that are printed or transmitted to disaster response personnel for the coordination and implementation of emergency efforts. In sum, identifying potential hazazds, planning mitigation programs, responding to disaster events, and assisting in disaster preparedness activities associated with the City's two critical hazard mitigation projects would be the primary benefits derived from the implementation of these software programs.
