BACKGROUND On October 18, 2004, President George W. Bush signed the Department of Homeland Security (DHS) Appropriations Act of 2005, providing $3 billion in vital funding needed to ensure the safety and security of our homeland. For the State of California, the Governor's Office of Emergency Services (OES) administers the six homeland security grant programs and distributes federal funding to the various regional operational areas on a per capita basis. In FY 2006/07 and previous fiscal years, grant funds were distributed to local government based on a non- competitive, per capita basis with the County Office of Emergency Services (OES) receiving a small administrative fee for administering all homeland security grants for the San Bernardino Operational Area. e In FY 2007-08, the application process was changed by the Governor's Office of Homeland Security (State OHS) to require all local government applicants submit proposed regional projects to be reviewed for funding by the Homeland Security Approval Authority. Additionally, local agencies are required to spend a minimum of 10% of their allocated FY 2007 grant funds on homeland security training. To meet State deadlines, County OES required that all applications for regional projects and homeland security training be electronically submitted by JUIle 12,2007. State OHS will announce this year's sub-allocation amounts for each Operational Area on or after July 9, 2007. Since the City's allocation for FY 2007 will not be known until on or after July 9, 2007, County OES recommc;nded that recipients estimate their required training amounts based on their allocations received in FY 2006. In FY 2006, the City received $147,090 in homeland security grant funds. After regional and training requests are approved, the remaining FY 2007 homeland security grant funds will be distributed to local government and County OES will accept additional grant applications for individual projects. e For a regional project, the Police Department proposed to design and construct a replacement CBRNE (chemical, biological, radioactive, nuclear, and explosive) first response and rescue vehicle that would be pre-positioned at the San Bernardino International Airport to respond to terrorist incidents. The vehicle will transport first responders to the scene of suspected terrorist incidents, safeguard first responders during CBRNE incident responses and provide a safe means of rescuing airport employees, public safety officers and the public. The acquisition of this vehicle would be a first step in developing a long-term, strategic airport protection plan designed e to prevent and respond to terrorist incidents. The total cost of the vehicle with 800 MHZ radio will be $250,451.92. The Police Department will use $14,600 in FY 2007 Homeland Security Grant funding to provide additional homeland security training for managers, supervisors and line personnel. This enhanced training will consist of the following: . 2007 International Terrorism and Organized Crime Conference - (I) police detective . Terrorism Early Warning Group Conference - (24) police officers, detectives and sergeants. . 2007 Annual Conference of World Future Society - (2) managers . Security Solution International training in Israel- (2) managers/supervisors The Grants Committee reviewed the grant application at their July 10, 2007, meeting and recommended that the Request for Council Action be forwarded to the full Council. FINANCIAL IMPACT If awarded, there will be no impact on the City's General Fund. The Police Department will be using a total of $265,051.92 in FY 2007 Homeland Security Grant funds to purchase equipment and technology related items and provide the homeland security training listed in the grant e expenditure plan. "U~ DiG) ~ ~ I>> ~ - ,---- e e e CBRNE First Response & Rescue Vehicle Overview The City of San Bernardino is the largest city in the county of San Bernardino and the county seat. Located in the east valley, it is partially encircled by the cities of Highland, Redlands, Lorna Linda, Grand Terrace, Colton, Rialto and Fontana. The aggregate population of the east valley is estimated at 675,000. Norton Air Force Base closed in 1994. The San Bernardino International Airport Authority was formed to oversee the conversion of the airport for commercial aviation use. San Bernardino International Airport (SBD) is surrounded by a rapidly developing commerce and business area and is adjacent to major railroad hubs and interstate freeways leading to Los Angeles, San Diego and Las Vegas, Nevada. SBD operates the longest runways in the Inland Empire area with . development of a cargo hub and/or passenger airline service projected to commence in the next 18 to 36 months. Additionally, the city and county of San Bernardino, Colton and Lorna Linda entered into a joint powers agreement, creating the Inland Valley Development Agency to oversee the commercial redevelopment of the non-aviation portion of Norton AFB. In fall 2007, Stater Bros. Market, the largest private employer in the city of San Bernardino will open their new warehouse and corporate offices. The potential for terrorist incidents occurring at or near SBD as well as those staged from the airport will increase exponentially with the emergence of SBD as a cargo or passenger airline hub. Planning is currently underway to develop a long-term, strategic airport protection plan designed to prevent and respond to terrorist incidents. A key component of this plan will be the pre-positioning of a CBRNE first response and rescue vehicle at the public safety headquarters located at the airport. The vehicle will transport first responders to the scene of suspected terrorist incidents, safeguard first responders during CBRNE incident responses and provide a safe means of rescuing airport employees, pUblic safety officers and the public. ProDosal Over the next 9 to 12-months, the San Bernardino Police Department will develop specifications, purchase and take delivery of a CBRNE first response and rescue vehicle capable of transporting 12 persons. The vehicle will be equipped. with radiation and explosive gas detection capabilities. The Multiple Enforcement Team (MET) has been designated as the first responders to terrorist incidents. They have received extensive first response training and conduct ongoing training, including tactical rescues of injured officers and civilians. As needed, the vehicle will be made available to all public safety agencies in the east valley that experience a suspected terrorist incident and that need a first response vehicle to safely enter the perimeter to investigate or affect rescues. e e e Overview of Homeland Security Grant Training 2007 International Terrorism and Orl!anized Crime Conference . August27-31,2oo7 . 1 detective will attend . Total Cost - $1400 The central theme of the training will be "Sharing to Protect". The training will be conducted and presented by nationally and internationally recognized experts in the field of terrorism and organized crime. The training will consist of the importance of information sharing and networking to thwart terrorism and organized crime. The topics covered in the conference will assist local agencies at maintaining an effective Homeland Security system, an effective intelligence gathering system and sharing information to better prepare our community and law enforcement organization in Homeland Security efforts. Terrorism Earlv Warninl! GrouD Conference . August30-31,2007 . Number of attendees - 24 police officers, detectives and sergeants . Total Cost - $1,200 The speaker for this training is internationally recognized scholar, author, soldier and speaker, Lt. Col. Dave Grossman. The training for this event will include updates on terrorist groups, how to effectively counter terrorism, and how to improve Homeland Security for local law enforcement organizations. World Future Society Conference . July 29-31, 2007 . 2 Police managers will attend . Total Cost - $5,000 Topics to be discussed during the World Future Society Conference will be "Who will be Tomorrows Public Safety Leaders", "Heralding a New World Order", and "Holy Terror: Thinking the Unthinkable". These training sessions deal with how to effectively lead in a post 911 world and include updates on Muslim extremist groups and what the future of these groups hold over the next 10 years. Also to be discussed will be changing cultural trends and how these trends will impact the arena of international relations between now and 2025. This course will allow the participants to receive a broad overview of how to effectively combat terrorism over the next 10 to 15 years, how to ensure that the proper leadership is in place to continue effective Homeland Security, and future thinking for effective law enforcement. Homeland Security Traininl! in Israel . October 12-20, 2007 . I Police manager will attend . TotalTraining Cost - $7,000 This training will focus on the most important areas of Homeland Security including public safety for large-scale events, shopping and retail areas, public transportation, ports and authorities, critical infrastructure, university and schools, government building, VIP protection, and suicide terror. The participants will learn first hand how to improve intelligence gathering, how terrorism impacts Homeland Security, and dealing with the aftermath of terrorism.
