BACKGROUND Resolution # 2006-107, approved on April 17, 2006, authorized the purchase of a new Freightliner MT55 van from Los Angeles Freightliner to replace the Police Department's 25- year-old SWAT van. The resolution also authorized the conversion of the new vehicle to a SWAT/CBRNE (Chemical, Biological, Radioactive, Nuclear, and Explosive) incident response vehicle by The Mattman Company of Escondido, CA. The new replacement vehicle was purchased for $63,433.68 and has been delivered to the City of San Bernardino. An additional $124,382.14 was authorized for the conversion of the basic vehicle into a full function SWAT/CBRNE vehicle by The Mattman Company of Escondido, CA. Upon delivery, the Police Department contacted The Mattman Company to schedule conversion and was told that the business had fallen into receivership and it was unable to accept new business. The Mattman Company permanently closed for business shortly after the Police Department contacted them. The conversion of a full functional SWAT /CBRNE vehicle is a complex process only provided by a handful of vendors nationwide. The Finance Department conducted an open competitive bid for the vehicle conversion using specifications equal to those provided by The Mattman Company (Bid: F-07-045). Two qualified vendors responded: LDV, Inc., of Burlington, WI and Braun Northwest Specialty Vehicle of Chehalis, WA. The lowest bidder received the highest score from the Police Department's bid selection committee. The lowest bidder has agreed to all of the minimum specifications outlined in the open competitive bid package. It is recommended that the City Council authorize the Finance Director and the Purchasing Manager to change the vendor on Purchase Order 999849 from The Mattman Company, which is now closed and out-of-business, to the qualified low bidder ofRFP F-07-045 (Braun Northwest Ine, ofChehalis, WA.) in the amount not to exceed $124,382.14 for the conversion of the new replacement SWAT/CBRNE van. FINANCIAL IMPACT The replacement SWAT/CBRNE vehicle was purchased with Homeland Security grant funds. The funds to cover the $124,382.14 of conversion costs are from a combination ofFY 2005- 2006 IT Funds and PD General Funds. A budget amendment was approved in FY 2005-2006 to move these funds into the Fleet Fund and PO #999849 was issued in the amount of $124,382.14. Fleet has carried over this PO and funding into FY 2006-2007 based on Council approval. If this item is approved by the Mayor and Council, Fleet will request that this PO and funding be put on e e e the carry over list to be approved by the Mayor and Council for FY 2007-2008 in order to complete the conversion RECOMMENDATION Adopt resolution. e e e 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 RESOLUTION NO. RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING A VENDOR CHANGE FOR THE CONVERSION OF A REPLACEMENT SWAT/CBRNE VEmCLE FOR THE POLICE DEPARTMENT TO NORTH STAR AKA BRAUN NORTHWEST INC, OF CHEHALIS, WA. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1: The Mayor and Common Council of the City of San Bernardino hereby authorize the Director of Finance and the Purchasing Manager to change the vendor on Purchase Order 999849 from The Mattrnan Company, which is now closed and out-of- business, to the qualified low bidder of RFP F-07 -045 (Braun Northwest Inc, of Chehalis, W A.) in an amount not to exceed $124,382.14 for the conversion of the new replacement SWAT/CBRNE van. SECTION 2: The purchase order shall reference the number of this resolution and Resolution 2006-107. It shall also incorporate the terms and conditions of the proposal, which is on file in the City Clerk's Office. The purchase order shall read, "SWATIMET van conversion. Not to exceed $124,382.14."
