Description: Sewer Line Maintenance Fund Finance: Council Notes: 8J~/f)7 Agenda Item No. J3 e e e f.'.I.<,',' CITY OF SAN BERNARDINO REQUEST FOR COUNCIL ACTION STAFF REPORT Subject: Resolution awarding a contract to National Plant Services, Inc. for Cleaning Sewer Siphons at Various Locations in the City of San Bernardino (SW-D), per Project Plan No. 12173. Background: Included in the FY 2007/08 Capital Improvement Program (CIP), is "Cleaning Sewer Siphons at Various Locations in the City of San Bernardino" (SW-D). This project consists of cleaning sewer siphons at the following locations: 1. Santa Fe Siphon at the Santa Ana River. 2. Santa Fe Siphon at Mission Zanja. 3. Base Line Street at Del Rosa Channel. Please see the attached maps for the exact location of each work site. The contractor will be responsible for repair of any damage, attributable to the Contractor's work, to roads or other infrastructure. The plans and specifications for this project were completed and the project was opened to public bidding on May 23, 2007. The project was advertised locally in the San Bernardino County Sun Newspaper, F. W. Dodge, Construction Bid Board, High Desert Plan Room, San Diego Daily Transcript, Sub-Hub Online Plan Room, Reed Construction Data, Bid America Online, Construction Bid Source, Bid Ocean, the City's web sites, and with the San Bernardino Area Chamber of Commerce. The following bid was received, as listed below: Name of Bidder National Plant Services Inc. Lon En ineer's Estimate Since National Plant Services, Inc. was the only qualified company that submitted a bid meeting the minimum requirements of the specifications and bid guidelines, we recommend that the Mayor and Common Council award the referenced contract to National Plant Services, Inc. RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AWARDING A CONTRACT TO NATIONAL PLANT SERVICES, INC. FOR CLEANING SEWER SIPHONS AT VARIOUS LOCATIONS IN THE CITY OF SAN BERNARDINO (SW-D 2006/07), PER PROJECT PLAN NO. 12173. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. National Plant Services, Inc., 1461 Harbor Avenue, Long Beach, CA 90813, is the lowest responsible bidder for Cleaning Sewer Siphons at Various Locations in the City of San Bernardino (SW-D 2006/07), per Project Plan No. 12173. A contract is awarded accordingly to said bidder in a total amount of $106,272.00, with a contingency amount of $17,787.20, but such award shall be effective only upon being fully executed by both parties. All other bids, therefore, are hereby rejected. The City Manager is hereby authorized and directed to execute said contract on behalf of the City; a copy of the contract is on file in the office of the City Clerk and incorporated herein by reference as fully as though set forth at length. SECTION 2. This contract and any amendment or modifications thereto shall not take effect or become operative until fully signed and executed by the parties and no party shall be obligated hereunder until the time of such full execution. No oral agreements, amendments, modifications or waivers are intended or authorized and shall not be implied from any act or course of conduct of any party. SECTION 3. This resolution is rescinded if the parties to the contract fail to execute it within sixty (60) days of passage of the resolution.
