BACKGROUND: On October II, 2004 the Mayor and Common Council authorized staff to apply for a Community- Based Transportation Planning grant from Caltrans to prepare the 1-210 Corridor Enhancement Plan. Caltrans funded the Plan under the Environmental Justice planning program. On November 6, 2006, the Mayor and Council approved a professional services agreement with IBI Group to prepare the 1-210 Corridor Enhancement Plan. Arroyo Valley Economic Development Corporation participated as a subcontractor to the IBI Group responsible for the extensive public outreach component of the planning process. Residents and business owners in the study area participated in planning charrettes and open house presentations to assist in development of the Plan. The purpose of the 1-210 Corridor Enhancement Plan is to capitalize on economic development opportunities associated with construction of the 1-210 freeway, while minimizing the potential negative impacts of the new freeway construction in the City of San Bernardino. The 1-210 Corridor Enhancement Plan (Exhibit I) is comprised of five strategy elements: Economic Develooment: With a primary focus on the development opportunities in the area of the new University Parkway interchange with 1-210, this element presents a sustainable urban land use strategy to maximize long-term economic opportunities. Neighborhood Revitalization: This element complements the Economic Development strategy with a focus on enhancement of existing developed neighborhoods in the study area. Since most of the economic development opportunities will consist of infill development, the economic development and neighborhood revitalization strategy recommendations overlap and should be integrated. Freeway Screening: The Freeway Screening element recommends strategies for integrating the freeway structure with the surrounding urban environment utilizing building placement, landscaping and public art. Multi-Modal Mobility. This element provides guidelines and recommendations to promote pedestrian-friendly, transit-oriented amenities. Although focused primarily on University Parkway, soon to be extended as a major north-south thoroughfare, the recommendations of this element are essential to a sustainable urban landscape, and can be applied throughout the city. Noise Attenuation: The Noise Attenuation element evaluates existing and projected noise impacts adjacent to the existing SR 30, which will become part of the 1-210 Corridor upon completion of the new freeway construction. This element identifies the next phase of development on 1-210 as a future project to add high-occupancy vehicle (HOV) lanes and auxiliary lanes to the existing freeway e e e segment between 1-215 and 1-10. The 1-210 Corridor Enhancement Plan stresses the need to work on behalf of city residents to ensure that sound walls are incorporated in the freeway improvement plans as needed. Unfortunately, the timing of the additional freeway improvements remains uncertain. In the interim, the only effective noise attenuation strategy identified in the Plan is individual structural improvement, such as building insulation, weather stripping and double-pane window upgrades. These improvements should be planned and implemented on a case-by-case basis to address the unique condition of each structure. Implementation and Next Steps: The Economic Development, Neighborhood Revitalization, Freeway Screening and Multi-Modal Mobility strategies of the 1-210 Corridor Enhancement Plan can best be implemented and coordinated through a comprehensive specific plan of land use. The Economic Development Agency is prepared to fund a specific plan in conjunction with an analysis of the Northwest Project Area Redevelopment Plan (Exhibit 2). FINANCIAL IMPACT There is no financial impact associated with receipt and filing of the 1-210 Corridor Enhancement Plan. Implementation of the various land use strategies recommended in the Plan can be combined with redevelopment planning activities budgeted by the Economic Development Agency; as indicated in Exhibit 2. RECOMMENDATION Staff recommends that the Mayor and Common Council Receive and file the 1-210 Corridor Enhancement Plan, and direct staff to implement its strategies through a specific plan to be prepared in conjunction with the upcoming analysis of the Northwest Redevelopment Plan. Date: July 2, 2007 To: Terri Rahhal, City Planner From: Don Gee, Deputy Director Subject: 1-210 Freeway Corridor Enhancement Plan Considerations Copies to: Maggie Pacheco, Executive Director, Project File e We have reviewed the 1-210 Freeway Corridor Enhancement Plan and its recommendations and economic revitalization strategies and have contrasted and compared these matters with the Economic Development Agency's economic development goals and revitalization objectives for this area and vicinity. We believe that the 1-210 Enhancement Plan has merit and offers an opportunity to further develop and assess the feasibility of the development of an expanded Northwest Redevelopment Project Area, the reinstatement of the use of eminent domain to assemble blighted commercial and industrial properties for redevelopment and revitalization purposes, and to reassess the land uses and their relationship to the Enhancement Plan and Northwest Redevelopment Plan. We have budgeted funds for the redevelopment plan feasibility study, both in terms of its potential expansion and to reinstate the use of eminent domain, and the consideration of certain land use changes or modifications to the City of San Bemardino General Plan through the use of a specific plan in this fiscal year budget. Both the redevelopment plan expansion and the specific plan should be done at the same time and the projects addressed in one environmental impact report within the next 9 to 12 months. If Development Services Department considers this course of action favorable, please include our proposal as part of your report to the Mayor and Council on the 1-210 Corridor Enhancement Plan.
