Billdt, Chief of Police Subject: Resolution of the City of San Bernardino authorizing the City Manager or Dept: Police Department his designee to execute the sale of two Kawasaki Police Motorcycles (as equipped, Date: May 21, 2007 minus City radios) to the San Bernardino County Sheriff's Emergency Vehicle Operations Center (EVOC) to be used as training motorcycles for Basic and Instructor Police Motorcycle classes. These motorcycles are identified as Unit #1005 (VIN#JKAKZCP28ZB519662, a 2002 Kawasaki) and Unit #1006 (VIN#JKAKZCP2XYB517713, a 2000 Kawasaki). M/CC Meeting Date: July 2, 2007 Synopsis of Previous Council Action: None Recommended Motion: Adopt Resolution MICHAEL A. I LDT, C IEF OF POLICE Contact person: Lt. Richard Taack Phone: 885-7535 Supporting data attached: Yes Ward: All FUNDING REQUIREMENTS: Amount: N/A Source: Finance Council Notes: Agenda Item No, 7/9J/6 7 CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT SUBJECT Resolution of the City of San Bernardino authorizing the Mayor or his designee to execute the sale of two Kawasaki Police Motorcycles (as equipped, minus City radios) to the San Bernardino County Sheriff's Department Emergency Vehicle Operations Center (EVOC) to be used as training motorcycles for Basic and Instructor Police Motorcycle classes. These motorcycles are identified as Unit #1005 (VIV #JKAKZCP28ZB519662, a 2002 Kawasaki) and Unit #1006 (VIN#JKAKZCP2XYB517713, a 2000 Kawasaki). BACKGROUND The Kawasaki Motorcycle Corporation has recently discontinued production of the Kawasaki Police KZ1000 motorcycle. The Police Department has begun the transition to the Honda police equipped STX motorcycle for enforcement use in the City. The Police Department still has six operable Kawasaki motorcycles in the fleet that will eventually be phased out. These motorcycles are primarily used for back up in service motors and for pre-training prospective motor officers prior to enrolling in the basic motor school. These motorcycles will ultimately be parted out or sent to auction which will net the City $1000.00 or less each. As an alternative to auction, the City could sell two motorcycles for a nominal fee of $1 each to the San Bernardino Sheriffs EVOC facility to be used as training motors for their motor schools. In light of the Sheriff s Department's assistance several times in the last few years with our zero tolerance programs to reduce crime (such as Operation Safe Streets and the Phoenix Program), this `sale' would serve as an opportunity for the City of San Bernardino to assist and repay the Sheriffs Department. The EVOC facility is currently experiencing a shortage of Kawasaki training motorcycles and needs to maintain a minimum of operable Kawasakis until other Police Departments have made the transition to other available Police model motorcycles. Our Department is one of those that will need to continue training with the Kawasakis in the near future and will therefore also benefit from this transaction. FINANCIAL IMPACT None. RECOMMENDATION Adopt resolution. - v 1 RESOLUTION NO. 2 RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO EXECUTE THE SALE OF TWO KAWASAKI 3 POLICE MOTORCYCLES (AS EQUIPPED, MINUS CITY RADIOS) TO THE SAN BERNARDINO COUNTY SHERIFF'S EMERGENCY VEHICLE OPERATIONS CENTER 4 (EVOC)TO BE USED AS TRAINING MOTORCYCLES FOR BASIC AND INSTRUCTOR POLICE MOTORCYCLE CLASSES. BACKGROUND The Kawasaki Motorcycle Corporation has recently discontinued production of the Kawasaki Police KZ1000 motorcycle. The Police Department has begun the transition to the Honda police equipped STX motorcycle for enforcement use in the City. The Police Department still has six operable Kawasaki motorcycles in the fleet. One has reached the 50,000+ mile marker and has been earmarked for replacement. The other five are primarily used for back up in-service motors and for prospective motor officers to conduct recommended 80 hours of pre-training prior to enrolling in the Basic Motor School. It is a rare occasion when more than two officers are available or required for positions as new motor officers and assigned to pre-training prior to the acceptance to Basic Motor School. Therefore, it is only necessary to maintain two motorcycles for this training. The additional three motorcycles would traditionally be sent to auction, grossing $1000.00 or less each. As an alternative to auction, the City could sell two motorcycles for a nominal fee of$1 each to the EVOC facility to be used as training motors for their motor schools which will benefit the law enforcement community as a whole.
