STAFF REPORT
PROBLEM
The current fee schedule for reports and services provided to the public by
the pol ice department records bureau does not reflect the actual cost of
provlding those services nor is it reflective of the fees charged by
surrounding agencies.
The fire department does not charge fees for similar services and has asked
that they be included in the proposed resolution.
RECOMMENDATION
I recommend that the attached resol ut i on be approved by the Mayor and
Common Council.
FINDINGS
It is the intent of the police department to review these types of fees on
an annual basis and submit recommendations for increases or decreases
during the annual budget cycle. However, due to the nature of the fiscal
status of the city it appears appropriate to suggest increases of fees at
this time.
_ The records manager has determined that the actual clerical time
requ i red to locate a report, photocopy the report, issue a recei pt, and
refile the report takes an average ot ten minutes per report. The clerical
salary for a police records clerk (at top step), including fringe benefits,
amounts to approximately $11.95 per hour. thi s resul ts in a charge of
$0.20 per minute, or $2.00 for ten minutes. The proposed fee of $8.00 per
report copy should cover the personnel costs as well as associated costs of
computer time and records storage costs.
_ The handl i ng of photographi c pri nt requests takes an estimated
minutes of clerical time. The proposed $5.00 photograph handl ing
should amply cover the costs involved in processing the request order.

_ The proposed increase in the fee schedule would put the police and fire
departments more in line with the fees charged by other surrounding
agencies for the same services.

RESOLUTION OF THE CITY OF SAN BERNARDINO ESTABLISHING CERTAIN FEES FOR
SERVICES FURNISHED BY THE SAN BERNARDINO POLICE AND FIRE DEPARTMENTS AND
REPEALING RESOLUTION NO. 87-264.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:
SECTION 1. The following schedule of fees and rates is hereby estab-
lished for services furnished by the San Bernardino Police and Fire
Departments:
REPORT COPIES (up to 20 pages) $8.00 per report. If number of pages
exceeds 20, an additional charge of $1 per page will be added for
each additional page.
