During the public hearing for the Cal-Mat annexation, the
Local Agency Formation Commission (LAFCO) expre~sed concern over
how services would be provided to the strip of County land,
generally between Cajon Boulevard and Route I-2l5. The City Made
a commitment to meet with the residents and property owners of
this area to discuss how the City could be involved in providing
servic<!s.
Two neighborhood meetings were held in response to this
commitment. The culmination of these meetings was petitions, by
the property owners and registered voters, being submitted to
LAFCO requesting annexation. The petition by the registered
voters was signed by more than 50% of those eligible to vote.
Under State law, the petitions by the property owners and
registered voters is considered discretionary, which makes it
subject to environmental review. LAFCO's environmental
consultant feels that sufficient justification could be presented
to support a negative declaration, but could be subject to
challenge.
The initial fee for preparation of a negative declaration
is $3,000.00, and could increase significantly if unforeseen
problems are encountered, or if a strong challenge is made. It
is doubtful if the petitioners will be able to pay this fee.
This area is within the City's Zone of Influence. Land
uses were designated on the last amendment to the City's General
Plan, for all areas within the City's Zone of Influence. The
land use designated on the General Plan for this area is
basically light industrial. An environmental impact report was
prepared for this amendment to the General Plan.
Since the cha~ge in land use designation, from the
basically residential J.n the County to light industrial, was
subj ect to environmental review, an application to annex by the
City would be considered as ministerial. Therefore, an applica-
tion to annex from the City would not constitute a project under
CEQA.

Submittal of an application by the City will facilitate the
processing of this annexation, and allow the owners and residents
to express their preference.
Any challenge to this annexation on environmental issues
would be directed to LAFCO, since they are the Lead Agency for
the annexation.
Therefore, we recommend that the City submit an applica-
tion to LAFCO for this annexation.
