COUNCIL ACTION STAFF REPORT BACKGROUND On January 23, 1995, the Mayor and Common Council approved establishing several positions for the Rental Housing Certification Program. The Department of Planning & Building Services will perform the inspection component of the program. Housing and Building Inspectors, along with other subordinate staff, will be supervised by an Insoection Services Supervisor. who will be a primary contact point for the program. STAFFING Staff proposes to delete the position of Building Inspection Supervisor and establish a position of Insoection Services Supervisor. Personnel staff conducted a salary survey for this position using seven cities. The salary range has been increased proportionately to the additional duties. Salaries for comparable positions in the survey cities ranged from a low of$3,310/month to a high of$5,379/month. The average top step salary was $4,683/month. Minimum qualifications for the positions surveyed were very similar to the minimum qualifications for the proposed Inspection Services Supervisor position. On January 30, 1995, the Personnel Department called the San Bernardino Public Employees' Association (SBPEA), representing Mid-Management employees, notifying the Association of the proposed classification changes. Personnel confirmed the changes in a letter dated February 1, 1995, to SBPEA. Planning & Building Services staff is proposing the new position of Insnection Services Sunervisor, at Range 2440, $3,984 - $4,843/month. COSTING The annual cost of one (1) Inspection Services Supervisor position, including all benefits, is: $71.100. at Step 4 of Range 2440. The costs will be divided between EDA and the general fund. This amounts to $35.500 of the Inspection Services Supervisor compensation being funded through each funding source. REPRESENTATIVE DUTIES Provides courteous and expeditious customer service to the general pUblic and City department staffs. Organizes and directs the work of subordinate personnel; schedules, assigns, instructs, supervises and evaluates division staff; establishes division procedures and practices. Develops policies and procedures for the implementation and operation of various programs to include Building Inspection, Mobile Home Parks Inspection, Unreinforced Masonry Building Mitigation Program, Earthquake Hazard Mitigation and Rental Housing Inspection Program. Monitors changes in laws and codes and adjusts procedures as necessary; makes code interpretations and reviews applications for "alternate methods or materials". Processes applications for fee refunds and permit extensions; coordinates enforcement efforts with other department/divisions and serves as an advisor on building safety issues (e.g., police, fire, NST, EDA, Code Compliance, etc.); represents the City in cases before the Board of Building Commissioner's and the Council; testifies in court on building and housing related matters. Performs research and conducts surveys; prepares staff reports, code amendments, ordinances and affidavits; provides annual training for city employees from various departments regarding damage assessment of city-owned buildings; serves as liaison between property owners, tenants, city staff, and the public in general; addresses inquiries and complaints and resolves conflict and problems in a rational, legal and equitable manner; reviews and provides written response to appeals. Operates City vehicles, two-way radios, and computer systems; attends seminars, workshops and meetings. Routinely adheres to and maintains a positive attitude towards City and Department goals; and performs related work as required. II III . . MINIMUM OUALIFICATIONS Graduation from high school or G.E.D. equivalent and an Associate of Arts degree in engineering, architecture, building inspection, construction technology, or a related field, and 5 years of increasingly responsible experience, to include 2 years of experience in a supervisory capacity, in the areas of code enforcement, housing or building inspection, construction (at the journey-level), engineering, architecture, or a closely related field. Additional experience of the specified type may be substituted to meet the requirements on the basis of 1 year of experience being equivalent to 30 semester units. Possession of a professional I.C.B.O. Certification is required. Possession of a valid Class "C" California Driver's License is required. The program is to be administered by the Police Department and staffed by a Project Coordinator to oversee the creation and implementation of this new program. This Coordinator position requires the establishment of a new job classification. STAFFING The Project Coordinator will manage the Crime-Free Rental Housing Project, which is an education and certification program with the goal of reducing crime in single and multi-family rental properties. The Coordinator will train landlords and managers with information on executing and enforcing strong rental agreements, proper tenant screening to avoid renting to problem tenants, and fire and life safety. The Coordinator will also conduct environmental reviews of participating properties to identify potential problems that may encourage crime- related activities in the future. Ways to make the property safer, such as adequate lighting and proper locks on doors, will be recommended. The Coordinator will also train tenants to spot criminal acitivity and work with Police to make their homes safer. The Project would also require (1) Typist Clerk III at 50% time to provide support to the Program Coordinator. COSTING Staff recommends one (1) position of Proiect Coordinator. at Range 2410, $3,431 _ $4,170/month. The annual cost of one (1) Project Coordinator, including all benefits is: $54.212. Step 1: $26,447 (6 months) Step 2: $27,765 (6 months) Staff is further recommending one (1) TYJlist Clerk III position, at Range 1267, $1,681 _ $2,044/month. The annual cost of one Typist Clerk III, including all benefits is: $26.569. Step 1: $12,961 (6 months) Step 2: $13,608 (6 months) The annual compensation at 50% would be $13.285. REPRESENTATIVE DUTIES Provides courteous and expeditious customer service to the general public and city department staffs. Plans, coordinates, monitors and participates in the implementation of the police department's Crime-Free Rental Housing Project, which is a landlord education and certification program. Coordinates program activities with the Board of Realtors, apartment owners' associations and other State and local agencies. Trains property owners and tenants in crime prevention, covering topics such as fire and life safety and crime prevention techniques to reduce automobile theft, assault and burglary. Conducts property maintenance evaluations, including environmental safety reviews, to ensure compliance with program regulations. Writes comprehensive reports of inspection findings and suggests methods of problem SOlution; maintains files of program participants; monitors program budget. Trains and supervises subordinate staff. Speaks before community organizations; prepares press releases and other material for media publication. Routinely adheres to and maintains a positive attitude towards city and Department goals; and performs related work as required.
