10/7/92 Resolution NO. 87-350 was adopted r-elating to access r-ates and
dubbing fees.
Recommended motion:
That a public hear-ing to discuss the establishment of video pr-oduction
ser-vice fees be set for- Mar-ch 16, 1992 at 10:00 a.m.

STAFF REPORT
The Telecommunications Division production facility was established in
1988 for the purpose of producing community access programming.
From time to time, the Division has accolllllOdated various requests from
non-profit organizations to complete video production on a contract
basis. Generally these services have been provided on a time and
material basis.
In order to formalize the fee structure, and due to a projected increase
in demand for video production services, it is recorrmended that the
Mayor and Common Council take action on establishing a fee structure to
cover production services.
The attached fee schedule establishes fees for remote camera shoots,
studio production services, video cassette purchases, and duplication
services. The fees were based on actual cost which include camera and
video equipment as well as personnel costs.
It is estimated that approximately $10,000 per year in revenues will be
generated through this fee structure.

THE MAYOR AND COMMON COUNCIL OF THE
ERNARDINO DO ORDAIN AS FOLLOWS:

SECTION 1. Chapter 3.73, entitled "User Fees for Video
roduction Services" is hereby added to the Municipal Code of
he City of San Bernardino.
SECTION 2. section 3.73.010 is hereby added to the
11 unicipal Code of the City of San Bernardino as follows:
12 '3.73.010 Authoritv to Contract for Production Services.
13 The Telecommunications Division, of the city of San
14 ernardino, may enter into an agreement to provide video
15 roduction services which shall be executed by the city
16
17 SECTION 3. section 3.73.020 is hereby added to the
18 unicipal Code of the City of San Bernardino as follows:
19 "3.73.020 User Fees
20 (A) Any individual, agency or organization contracting
21 for video production services shall be charged a
22 user fee, as established by resolution of the Mayor and
23 Common Council.
24 (B) User Fees shall be charges designed to recover
25 costs associated with the delivery of production
26 services.
27 (C) Users may be required to pay a non-refundable .

deposit of costs as set by resolution of the Mayor and
Common Council and as described in the production
agreement. Balance of payment shall be due within ten
(10) days of service completion.
(D) A charge for delinquent payment of fees for
services is hereby authorized, to be set by
resolution of the Mayor and Common Council.

was duly adopted by the Mayor and Common Council of
