Thank you ESR/dp/ attachment POSITION JUSTIFICATIONS The following are justifications for classified appointments, promotions and other personnel actions to be reviewed by the Mayor and Common Council at the July 15, 2002 Council meeting. CLASSIFIED 1. Code Compliance Officer I (Cox. G.) - Appointment CODE COMPLIANCE Th Code Compliance Officer I position has duties including vehicle abatement and is part of the Saturday Crew. There are two (2) positions of Code Compliance Officer I assigned to this program. One (1) position is currently vacant and one (1) other position will be vacant in the immediate future. Filling of this one (1) position will allow Code Compliance to continue the Saturday program and provide more active enforcement of vehicle abatement issues. 2. Electrician I (Hurford. D.) - Appointment DEVELOPMENT SERVICES Filling this position is necessary to provide adequate crew staffing for the Traffic Signals & Lighting Section of the Public Works Division. This position will provide service support for the section's many duties and responsibilities. 3. Associate Planner (Stecklar. B.) - Appointment DEVELOPMENT SERVICES The Associate Planner is a journey-level position responsible for processing various development projects and providing service to the public. Filling this position will help the Planning Division to process development applications in a more timely manner and assist in meeting the goals established by the Mayor and Common Council. 5. Dispatcher I (Cousins. C.) - Appointment POLICE The Police Dispatch Center historically has experienced ongoing staffing and employee retention problems, which continues to be one of the most acute issues facing the Police Department as it has become a public safety concern, officer safety issue and an organization wellness liability. Acute issues include: Overspending of overtime expenditures; dispatch handling is twice the industry standard; and, dispatcher workload, which is the highest in the Inland Empire. One of the solutions for the above concerns is to overfill the Dispatcher IIII position. Currently, all the authorized positions in Dispatch are full. Cost savings associated with vacancies are entirely offset with backfilling these positions with full-time dispatchers, community service officers or police officers #8 7/15/02 IT' ! . working overtime. Overfilling these positions in the Dispatch Center will help to reduce the need for overtime by having an adequate contingent of personnel to staff in the Dispatch Center. II. Code Compliance Officer I (Starkweather. B.) - Promotion CODE COMPLIANCE There is one (I) vacant, budgeted position in Code Compliance. Active and complaint- driven violations are handled by Code Compliance Officers based on geographic areas. When a position is vacant, the geographic area is covered by expanding the geographic areas of other Code Compliance Officers. Filling this position will provide better efficiency and coverage. 18. Senior Administrative Analvst (Baker. T.) - Reclassification CITY ADMINISTRATOR This reclassification was approved by the Mayor and Common Council on June 25, 2002. 19-21. Building Insoector II (Audiss. J.: Hansen. M.: Revnolds. B.) - Reclassifications DEVELOPMENT SERVICES These reclassifications were approved by the Mayor and Common Council on May 6, 2002. 22.
