Woods & Assoc. in the amount not to exceed $27,000 for comprehensive irrigation repair and turf management of the CYSA soccer fields and increased the parks supply budget in the amount of $48,000. . July 1, 2002 - Council approved Resolution 2002-222 authorizing the issuance of a purchase order to W. Wood and Associates for turf management and field restoration at the San Bernardino Soccer Complex. Recommended Motion: I. Adopt Resolution. 2. Wood and Associates for field restoration at the San Bernardino Soccer Complex. Background: At the July 1, 2002, Council meeting, action was taken to approve a carry over in the Parks, Recreation and Community Services Department budget in the amount of $48,000 for services related to the maintenance of all 17 fields and restoration of fields 13-17 at the San Bernardino Soccer Complex for the period of July 1, 2002 through September 30, 2002. The purchase order issued on July 1,2002 only addressed the field restoration needs of fields 13-17. As noted in the staffreport of the Council Action request on July 1,2002, the Parks, Recreation and Community Services Department would request action at a subsequent Mayor and Common Council meeting a carryover of funds to increase the purchase order for the restoration of fields 1-12. The selected vendor, W. Wood and Associates, has significant experience and expertise in the development and repair of the Soccer Complex fields. The scheduled work regarding the restoration of fields 1-12 includes the following at a cost of $101,000: . Application of68 truck loads of wash sand . Hydroseeding of 12 fields . (3) applications of broadcast fertilizer . (1) application ofliquid fertilizer with broadleafkiller . Overseeding with winter rye The balance of $9,000 may be used for any unforeseen maintenance and restoration issues that may arise during the restoration work. The total referenced cost was negotiated with the vendor and constitutes a fair market price for the extensive services that W. Wood and Associates is providing. The completion of this additional restoration work will result in all the fields at the San Bernardino soccer complex to be in better condition than their original construction and appropriate for the highest level of competitive play. ~ ! I Financial Impact: In FY 01-02 $150,000 was included in the Development Services budget to be used for the soccer complex parking lot. Due to the unsettled issues related to the soccer complex and the poor conditions of the soccer fields, staff has determined that the parking lot issues are a lower priority than the condition of the fields. Staff recommends that $110,000 of this unexpended balance in FY 01-02 be carried over into the Parks FY 02-03 budget and they be used to increase the purchase order to W. Wood and Associates for the restoration of fields 1-12. Recommendation: (I) Adopt resolution.
